Evaluation & Submission

Award will be based on a Lowest Price Technically Acceptable (LPTA) methodology. Evaluation factors include Mission Capability (Acceptable/Unacceptable), Past Performance (Acceptable/Unacceptable/Neutral), and Price.

  • Cybersecurity (CMMC): CMMC Level 2 (Self) status is a mandatory pre-award eligibility requirement. Offerors must have a "Final Level 2 (Self)" (score of 110) or "Conditional Level 2 (Self)" (minimum score of 88/0.8 ratio) posted in the Supplier Performance Risk System (SPRS) prior to award. Subcontractors handling Controlled Unclassified Information (CUI) must also achieve compliant CMMC status. Cybersecurity is no longer a technical sub-factor but a responsibility requirement.
  • Proposal Submission: Proposals are due electronically via email to amy.m.eilerts.civ@army.mil.
  • Page Limits: Volume I is limited to 25 pages, and Volume II (Mission Capability) to 35 pages. Key Personnel resumes are included in Volume II page count, while signed Letters of Commitment are excluded.
  • Pricing: All pricing data must be entered exclusively on the Price Proposal Spreadsheet (Attachment 01). A labor rate breakdown for TSCA Technical Writing Support (0.25 FTE) is required in Table 3 of the pricing spreadsheet, with costs absorbed into the FFP sustainment CLINs.
  • Action Required: Offerors must acknowledge all amendments (including Amendment 0006) by signing and returning Page 1 of the Standard Form 30 (SF 30) with their proposal.

Key Amendments & Updates

Amendment 0006 provides a final administrative clarification regarding Key Personnel staffing flexibility. Amendment 0005 provided final Government responses to industry questions, updated proposal instructions, established final cybersecurity evaluation criteria, and updated attachments. It removed Cybersecurity/CUI Protection as a technical sub-factor, making CMMC 2.0 compliance a strict pre-award eligibility requirement with specific SPRS scoring thresholds. The proposal deadline was extended to June 15, 2026, by Amendment 0004 and confirmed by subsequent amendments.
