• A two-step solicitation and evaluation process will be used.

• Step One (Viability Determination): Interested sources must submit a description of their similar experience (max 3 pages), verification of SeaPort-NxG contract holder status, active Secret Facility Clearance Level (FCL), and attestation of a facility within 25 miles of the National Capital Region. Submissions are due by 12:00 PM ET on May 19, 2026.

• Step Two (Quote Submission): Only contractors deemed viable in Step One will be invited to submit a non-cost quote (Volume I) and a cost quote (Volume II). Quotes are due by 12:00 PM ET on May 29, 2026.

• Evaluation: Non-cost factors (Performance Approach and Past Performance) are significantly more important than Cost Quote. Performance Approach is more important than Past Performance. Cost realism will be evaluated for quotes rated Acceptable or higher on non-cost factors.

• This solicitation is open only to current SeaPort-NxG contract holders.

• Offerors must possess an active Secret Facility Clearance Level (FCL).

• Offerors must have a facility within 25 miles of the National Capital Region.

• All terms and conditions of the SeaPort-NxG base contract apply.

• Questions regarding the solicitation must be submitted via email no later than 12:00 PM ET on May 18, 2026.

• Late submissions will not be considered.

• Offerors are cautioned not to alter the solicitation document.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for contractor support to maintain and operate systems and applications for the Deputy Under Secretary of the Navy (Management) - Information Technology Division (DUSN (M) ITD). The contractor will provide IT services, customer support, and Subject Matter Experts (SMEs) to approximately 4,000 customers within the Navy Secretariat and OPNAV in the National Capital Region (NCR).

• Customer Services: Help desk, desktop support, ACTR services, conferencing, telephony, wireless services.

• IT Operations & Maintenance: Database administration, software development, system and application support, system rationalization and consolidation, information assurance (IA), assessment and authorization (A&A), portfolio management, NMCI tech refreshes, mobile device services, inventory management, SharePoint site maintenance, portal upgrades, program analysis, system analysis, and managing DUSN (M) ITD hardware, software, and related systems.

• Information Assurance (IA): Support for Risk Management Framework (RMF), cybersecurity compliance, vulnerability testing, web risk assessment, and managing the Information Assurance Vulnerability Management (IAVM) program.

• Engineering & Integration: Support for prototypes, piloting applications, enhancements to existing systems, and full engineering projects.

• Business and Technical Analysis: Specialized SME support, operational and strategic planning, knowledge management (KM), and IT investment portfolio management.

• Other Direct Costs (ODCs): Procurement of equipment or services to facilitate task order activities, including software, hardware, and IT-related services.

• Liaison Services: Outreach and training for potential customers, conducting surveys, and program analysis.

• Onsite services are required at Government facilities within the National Capital Region (NCR).

• The contractor may be required to work offsite at a non-government location within 25 miles of the NCR.

• Continuous help desk services are required Monday through Friday, 6:00 AM ET to 6:00 PM ET.

• Personnel Qualifications: Specific experience and certifications are required for key personnel, including Program Manager, Cybersecurity Lead, Database Administrator, and Help Desk Manager.

• Reporting: Monthly Status Reports (MSR) and Quarterly Status Reports (QSR) are required, including Key Performance Indicators (KPIs) for Help Desk metrics, ATO compliance, and training.

• Data Rights: The Government has unlimited rights to all documents and materials produced under this contract.

• Compliance: Adherence to applicable laws, guidance, and policies, including FISMA, RMF, Public Law 508, and STIGs, is mandatory.

• Transition Support: The contractor must provide support to the transitioning contractor for a maximum of thirty (30) days prior to the end of the incumbent contract Period of Performance (PoP) and deliver a Transition-Out Plan.

Bidders must accurately complete this form to provide evidence of their past performance, which is a critical factor in the evaluation of their proposal.
