Scope of Work

The contractor will provide a broad range of IT services, including:

  • Customer Services: Help desk, desktop support, ACTR services, conferencing, telephony, and wireless services.
  • IT Operations & Maintenance: Database administration, software development, system and application support, system rationalization, information assurance (IA), assessment and authorization (A&A), portfolio management, NMCI tech refreshes, mobile device services, inventory management, SharePoint site maintenance, and portal upgrades.
  • Information Assurance (IA): Support for Risk Management Framework (RMF), cybersecurity compliance, vulnerability testing, web risk assessment, and Information Assurance Vulnerability Management (IAVM) program.
  • Engineering & Integration: Support for prototypes, piloting applications, system enhancements, and full engineering projects.
  • Business and Technical Analysis: Specialized Subject Matter Expert (SME) support, operational and strategic planning, knowledge management (KM), and IT investment portfolio management.
  • Other Direct Costs (ODCs): Procurement of equipment or services to facilitate task order activities.
  • Liaison Services: Outreach, training, surveys, and program analysis. Services are primarily onsite within the NCR, with continuous help desk support required Monday through Friday, 6:00 AM ET to 6:00 PM ET.

Contract Details

  • Contract Type: Cost Plus Fixed Fee (CPFF) Task Order under SeaPort-NxG.
  • Period of Performance: A Base Period from July 16, 2026, to July 15, 2027, with multiple option periods extending through January 15, 2032.
  • Estimated Effort: Approximately 506,880 manhours over the contract duration.
  • Place of Performance: Washington, DC 20350, and within 25 miles of the National Capital Region.

Eligibility & Submission Requirements

  • Eligibility: This solicitation is only open to current SeaPort-NxG contract holders. Offerors must also possess an active Secret Facility Clearance Level (FCL) and have a facility within 25 miles of the National Capital Region.
  • Submission Process: A two-step process:
    1. Step One (Viability Determination): Submit a description of similar experience (max 3 pages), verification of SeaPort-NxG status, active Secret FCL, and attestation of NCR facility. Due by May 19, 2026, 12:00 PM ET.
    2. Step Two (Quote Submission): Only viable contractors will be invited to submit a non-cost quote (Volume I) and a cost quote (Volume II). Due by May 29, 2026, 12:00 PM ET.
  • Evaluation: Non-cost factors (Performance Approach and Past Performance) are significantly more important than the Cost Quote. Performance Approach is more important than Past Performance. Cost realism will be evaluated for quotes rated Acceptable or higher on non-cost factors.
  • Key Attachments: The solicitation includes a Performance Work Statement (PWS), a Past Performance Information Form, a Quality Assurance Surveillance Plan (QASP), and a Contract Administration Plan (CAP).
