Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.

- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) intends to issue a sole source modification to the existing Earth Observing System Data and Information System (EOSDIS) Evolution and Development 3 (EED-3) contract (80GSFC21C001) with Raytheon Company. This modification will provide a one-year extension and increase the maximum ordering value to allow for continued performance while the follow-on procurement, Earth Science Data and Information System (ESDIS) Next (ENX), is conducted. The ENX Draft Request for Proposal (DRFP) is expected by Summer of this year.
Scope of Work
The EED-3 contract requires the contractor to support the development, maintenance, and operations of EOSDIS, including several Distributed Active Archive Centers (DAACs). This involves continuously improving the reliability, availability, functionality, operability, and performance of hardware and software systems within EOSDIS, while also reducing operational and maintenance costs. Recent significant drivers for new requirements include support for the Surface Water and Ocean Topography (SWOT) and NASA-ISRO Synthetic Aperture Radar (NISAR) missions, and the decommissioning of the EOSDIS Core System (ECS). These initiatives have led to the investigation, prototyping, and transition of large components of EOSDIS infrastructure from on-premises to commercial cloud environments.
