Solicitation / RFP / RFQ

This solicitation is for a Blanket Purchase Agreement (BPA) for Earthen Material Supply to support projects within the Naugatuck River Basin, Connecticut. The U.S. Army Corps of Engineers (USACE) intends to establish this BPA to provide a cost-effective, rapid response method for maintaining their facilities.

• The BPA will cover an indefinite quantity of earthen materials.

• Materials include various types of trap rock/crushed stone, processed stone, asphalt millings, process millings, stone dust, washed concrete sand, screened top soil, unscreened fill dirt, modified rip rap, intermediate rip rap, washed mason sand, pea stone, and bluestone.

• All materials must meet applicable State of Connecticut Department of Transportation Standard Specifications for hardness, gradation, and sieve.

• The contractor shall provide labor, equipment, and materials as requested through "Calls" under the BPA.

• A detailed list of specific material descriptions, including size, composition, color, and compliance with DOT standards, is provided.

• The BPA will have a duration of three (3) years from the date of award or until the BPA Master Limit is reached.

• The BPA Master Dollar Limit is $250,000.

• No single BPA Call may exceed $25,000 in total cost.

• Calls can be placed up to the BPA expiration date, and the period of performance for any Call can extend beyond the expiration date.

• This is a Request for Quotations (RFQ) under FAR Part 12.

• Quotes will be evaluated based on technical factors, price, and past performance.

• A comparative evaluation may be performed.

• Vendors must be registered in the System for Award Management (SAM) with an "Active" record.

• Quotes must be submitted via email to the Contract Specialist by the closing date and time.
