Statement of Objectives (SOO)

To provide safe road closure services on New Mexico State Road (NM) 112 at El Vado Dam to facilitate investigatory drilling operations by the Bureau of Reclamation (Reclamation).

• Provide all services and equipment necessary for the safe closure of NM 112.

• Acquire an NMDOT permit and complete Traffic Control Plan (TCP) design and approval.

• Install and maintain NMDOT and MUTCD-compliant traffic control devices (signage, barriers, message boards).

• Ensure Reclamation drilling equipment remains staged on the dam crest throughout the closure.

• Provide final stamped TCP plans for NMDOT permit acquisition.
