Statement of Work (SOW) / Performance Work Statement (PWS)

To remove existing fuel oil furnaces and convert to electric furnaces in two Government Quarters Buildings (#63 and #17) at the Standing Rock Agency, Bureau of Indian Affairs.

• Removal of Existing Equipment: Disconnect, remove, and properly dispose of existing fuel oil furnaces and associated components. All waste and debris must be removed in accordance with state and local laws. Utilities must be capped or secured.

• Furnish New Equipment: Complete load calculations to determine appropriate furnace sizing. Furnish one new electric furnace per house, with estimated sizing as follows:

  • House #17 (2,068 sq ft): Approximately 3-ton unit, 40 BTU, 1,200 CFM.
  • House #63 (1,396 sq ft): Approximately 2.5-ton unit, 40 BTU, 1,000 CFM.
  • New equipment must be new, unused, suitable for the application, and compatible with existing building systems unless modifications are approved by the Contracting Officer's Representative (COR).

• Installation: Install new electric furnaces, including sheet metal work for duct integration, electrical connections, connection to existing ductwork, electrical service, thermostat wiring, condensate drain, and venting systems. Provide all necessary transitions, fittings, supports, fasteners, insulation, and sealants. Modify ductwork, piping, or wiring as needed for proper operation and code compliance. Adjust venting to meet code requirements.

• Electrical and Mechanical Work: Provide all electrical connections, disconnects, conduit, and wiring. Install condensate drain piping. Verify combustion air and exhaust venting. Install a new thermostat and connect electrical wiring.

• Startup and Testing: Start up and test all operating modes, verify airflow, thermostat operation, and safety controls. Adjust system settings for proper performance.

• Work must comply with applicable building codes, International Mechanical Code (IMC), International Fuel Gas Code (IFGC), National Electrical Code (NEC), State of North Dakota and local codes, and Standing Rock Agency safety and environmental guidelines.

• Work areas must be maintained in a clean and safe condition.

• Any damage to Government property must be repaired at no additional cost to the Government.

• Contractor is responsible for the safety of its employees, subcontractors, and the public. Appropriate Personal Protective Equipment (PPE) must be used.

• Location: Government Quarters Buildings #63 and #17, Standing Rock Agency, Fort Yates, North Dakota.

• Time Frame: Project must be completed within 30 days of the Notice to Proceed.

• Work Hours: Monday-Friday, 6:30 AM - 4:00 PM MT, unless otherwise approved.

• Submittals: Manufacturer's specifications and warranty information prior to installation. Startup and testing documentation upon completion.

• Warranty: Manufacturer warranties apply. Contractor warrants workmanship and installation for a minimum of one (1) year from Government acceptance.

• Communications: COR is the main point of contact. Contractor must notify COR of commencement, difficulties, interruptions, or completion. Updates to COR are required at least weekly. Only the Contracting Officer (CO) can change contract terms.

• Government Furnished Items: Electric and water are available onsite. No other Government Furnished Items will be provided.

• Acceptance: Government will accept work upon verification of operational electric furnaces integrated with existing ductwork, calibrated thermostat, documentation of disposal/installation, and site cleanup/restoration.
