Solicitation / RFP / RFQ

This solicitation is a Request for Quotations (RFQ) for the supply, delivery, and unloading of one (1) new Electric Low Speed Vehicle (eLSV) to the U.S. Army Corps of Engineers at the Cape Cod Canal Project in Buzzards Bay, Massachusetts. The eLSV must be new, complete, and operational, meeting specific requirements.

• Supply, deliver, and unload one (1) new Electric Low Speed Vehicle (eLSV).

• The eLSV must be street legal and include a VIN number.

• Minimum specifications include a 10.2kWh / 200ah Lithium Battery with thermal management, high-efficiency AC engine, onboard charger (110V), digital instrument cluster with reverse camera, electric cab heater, Bluetooth stereo, corrosion-resistant chassis, hydraulic disc brakes, all-season tires, a fixed pick-up bed (min. 48"W x 70"L x 12"H), and a rating of up to 1,100 lbs.

• Additional features include a rotary flashing beacon, power steering, adjustable seats with 3-point seatbelts, acoustic vehicle alerting system, aluminum wheels, dashboard storage, adjustable side mirrors, heated windscreen wiper/washer, safety cabin crash testing, minimum dimensions of 118"L x 50"W, minimum ground clearance of 5.6", white color, battery life indicator, hour meter, high temperature light.

• A hard copy Operation and Maintenance Manual and a Certificate of Ownership are required.

• A manufacturer warranty of at least 12 months is required.

• A manufacturer-designated service location or dealer service location within 50 miles of the delivery site is required.

• Buy American requirement and qualifying countries (DFARS 252.225-7000) apply.

• Vendors must list the country of origin of the eLSV.

• Pricing Arrangement: Firm Fixed Price.

• Delivery is required no later than 90 days after contract award.

• Delivery hours: Monday through Friday, 7:00 AM to 3:30 PM.

• Quotes must be submitted via email to the Contract Specialist (Alicia N. LaCrosse) by the closing date and time.

• Evaluation factors will be Technical, Price, and Past Performance.

• The Government may perform a comparative evaluation.
