ELECTRIC STEAMER REPLACEMENT

This is a combined synopsis/solicitation for commercial items to procure the replacement of a steamer. The Department of the Interior (DOI), Bureau of Indian Education (BIE), Division of Acquisitions, anticipates awarding a single Firm Fixed Priced contract.

• The primary deliverable is the replacement of a steamer.

• Products must be fully manufactured and available, not refurbished, grey market, or backordered.

• The quote must include all lead times for delivery.

• Product specifications of the quoted product are required.

• Proof of being an authorized distributor/reseller is required if applicable.

• Contract Type: Firm Fixed Priced.

• Delivery/Install Date: 60-days after award.

• Period of Performance: July 1, 2026, to August 31, 2026.

• Delivery Location: BIE - Isleta Elementary School, 1000 Moonlight Dr., Albuquerque, NM 87105.

• Proposal Submission Deadline: June 29, 2026, 16:00 CST.

• Quotes must be submitted via electronic mail to michelle.nahlee@bie.edu with the subject line: "140A2326Q0160 STEAMER REPLACEMENT, (VENDOR NAME)".

• Evaluation Criteria: Lowest Priced Technically Acceptable (LPTA).

• Technical Acceptability Standards include:

  • Products conforming to specifications.
  • Capability to meet the 60-day delivery timeframe.
  • Proof of capability to deliver fully manufactured, in-stock items.
  • Proof of authorized reseller status (if applicable).

• After technical acceptability, price will be the determining factor for price reasonableness.

• Site visits can be scheduled with Nancy Lewis (nancy.lewis@bie.edu) on or before June 9, 2026.

• Questions must be submitted by June 15, 2026. BIE responses will be posted by June 17, 2026.

• This acquisition is set aside for Indian Small Business Economic Enterprises (ISBEE).

• Offers are solicited only from Indian Economic Enterprises that are also small business concerns.

• NAICS Code: 561210, Facilities Support Services.

• Size Standard: $47M.

• FAR 52.212-1 (Instructions to Offerors) and FAR 52.212-2 (Evaluation) should be reviewed in their entirety.

• All applicable Federal, State, and local taxes and duties are included in the contract price.

• Offerors must complete SF-1449, Sections 17a and 30a, 30b, and 30c.

• Offerors must be registered in SAM.gov.

• Electronic invoicing and payment will be processed through the U.S. Department of the Treasury's Internet Payment Platform System (IPP).

Statement of Work (SOW)

To replace the existing electric steamer at Isleta Elementary School to ensure safe, reliable, and sanitary food-service operations for students and staff.

• Remove and lawfully dispose of the existing electric steamer and associated debris.

• Furnish and install a new commercial-grade electric steamer, including stand, pans, accessories, and all necessary utility connections.

• Verify and reconnect electrical, water, and drain utilities.

• Perform startup, operational testing, safety verification, and commissioning.

• Provide kitchen staff orientation and closeout documentation.

• The new steamer must be code-compliant and manufacturer-compliant.

• Installation must be neat, plumb, level, secure, and accessible for service.

• Electrical and plumbing connections must be safe, code-compliant, and compatible with the equipment.

• The steamer must operate as intended, with all controls, indicators, and safety features functioning correctly.

• The performance period is sixty (60) calendar days from Notice to Proceed.

• Location: Isleta Elementary School, 1000 Moonlight Drive, Albuquerque, New Mexico 87105.

• Compliance with all applicable federal, state, local, tribal, and industry requirements, including NEC, IMC, IPC, IBC, IFC, and OSHA.

• Use of qualified personnel for all work, including lockout/tagout procedures.

• Protection of existing facilities and food-service areas from damage.

• Provision of a written workmanship warranty and all manufacturer warranties.

• Submission of various deliverables, including product data, installation plans, safety plans, warranty data, O&M manuals, and as-installed certifications.

This document is the "Indian Affairs Indian Economic Enterprise Representation Form." It serves as a self-certification for offerors to confirm they meet the definition of an "Indian Economic Enterprise (IEE)" as defined in the Department of the Interior Acquisition Regulation (DIAR) Part 1480, "Acquisitions Under the Buy Indian Act."
