• Method Used to Develop Goals & Identify Potential Sources: Checkboxes and fields to describe the methods used for goal development and source identification.
• Indirect Costs: Option to include or exclude indirect costs in subcontracting goals.
• Program Administrator: Fields for Program Administrator contact information and a checkbox for their responsibilities.
• Equitable Opportunity: Checkboxes for outreach and internal efforts to ensure equitable opportunities for SB concerns.
• Clause Inclusion and Flow Down: Assurances regarding the inclusion of FAR clauses in subcontracts.
• Reporting & Cooperation: Assurances regarding cooperation with studies, periodic reporting (ISR/SSR), and communication with subcontractors.
• Description of Records: Lists the types of records offerors must maintain.
• Good Faith Effort: Assurances of making a good faith effort to acquire from SB concerns.
• Explanation When Failing to Acquire: Requirement to provide written explanation if good faith effort fails.
• Subcontractor Allowed to Talk to Contracting Officer: Assurance that subcontractors will not be prohibited from discussing matters with the Contracting Officer.
• Timely Payments to Subcontractors: Assurance of timely payments and notification of reduced or untimely payments.
• Signature and Distribution Requirements: Sections for submission, review, and approval signatures.

Statement of Work (SOW) / Performance Work Statement (PWS)

The Federal Bureau of Prisons (BOP) requires the acquisition of Legal Research software, under a single enterprise license, to maintain and operate Electronic Law Libraries (ELLs) nationwide for inmate legal research. The contract will include an initial base period and one 12-month option year, with an Option to Extend Services.

• Software and Data Content: The contractor must provide comprehensive legal research software and data content, including current and historical Case Law (U.S. Supreme Court, Courts of Appeals, District Courts, D.C. Courts, Military Courts), Rules (Federal, D.C., Military, Immigration), Statutes (D.C. Code, U.S. Code, Statutes-At-Large, Constitution), Free Publications (CFR, Sentencing Guidelines, Parole Commission Manual, Manual for Court-Martial, etc.), Administrative Decisions (USCIS, BIA, INS, OLC), and Other Materials (Compilation of Criminal Forms, Court Addresses, Habeas Corpus Law, Legal Encyclopedia, etc.).

• Content Updates: Monthly updates of content are required. The contractor must have quality control procedures to ensure data accuracy and timeliness. PII must be removed from all cases.

• TRULINCS Environment: Software must be customized for the restrictive TRULINCS network environment, which has limitations on network functions, saving, searching, and internet connectivity.

• Software must meet minimum specifications outlined in the SOW.

• Contractor must provide quality control plans for data accuracy.

• Technical support must be provided via telephone or email within the same day of contact, with on-site visits available if needed.

• Software malfunctioning requires repair/replacement within 24 hours.

• Nationwide BOP locations.

• Contract includes an initial base period and one 12-month option year.

• Software Functionality: Must run on TRULINCS Windows client and centralized servers. Requires specific installation support (MSI, quiet mode). Search engine must support multiple variables. Features for visually impaired are recommended. Must operate within TRULINCS restrictions (no hotkeys, limited keyboard input, no internet, no session history, no saving data, no launching external applications, no global searches).

• Security: No log-in features, direct data access required. No automatic shutdown features. Lock-down functionality without file system browsing is needed.

• Hardware Compatibility: Software must be compatible with specified minimum hardware (Pentium 133 MHz+, 4x DVD, USB, 72 GB disk space, 512 MB RAM, 800x600 resolution).

• Licensing: An enterprise license for the agency is required.

• Training: Text-only tutorials, user manuals (English/Spanish), and training-for-trainers onsite sessions are required. Training materials must be at an eighth-grade reading level and customized for the restricted environment. A training video and quick reference guides are also deliverables.

• Rollout Plan: Implementation will occur in three phases, with the new software running concurrently with the incumbent's software.

Solicitation / RFP / RFQ

This Request for Quote (RFQ) is issued by the Federal Bureau of Prisons, Information Technology & Data Division, for the Electronic Law Library (ELL) service. The acquisition is conducted under Federal Acquisition Regulation (FAR) Part 12 for commercial products and services.

• Monthly legal software updates provided on a portable hard drive.

• Updates must be compliant with previously published legal briefings and court updates.

• Software must be capable of running on centralized servers with MSI-based setup.

• Software updates must not allow the use of hot-key functions or internet connectivity.

• Software must allow for generic login.

• Contract Type: Firm Fixed Price

• Period of Performance: 12-month base period with one 12-month option period, plus an Option to Extend Services (FAR 52.217-8) for an additional 6 months.

  • Base Period: Date of Award through 12 months
  • Option Period One: 13 months through 24 months
  • FAR 52.217-8: 25 months through 30 months

• Performance Location: Support for 122 institutional facilities throughout the United States, including Hawaii and Puerto Rico. Work outside government facilities must be at the Unclassified "Controlled Unclassified Information" (CUI) level.

• Questions Due Date: April 6, 2026. Submit questions via email to agency contacts, citing specific solicitation sections.

• Quote Due Date: April 10, 2026, 12:00 p.m.

• Submission Format: Electronic only (Microsoft Word or Adobe Acrobat PDF). Email attachments limited to 5MB; multiple emails are permitted. Use clear document file names. Signatures must be scanned wet-ink or digitally verified (e.g., DocuSign, Adobe PDF certificate).

• Evaluation Criteria: Award will be based on an integrated assessment of Technical Capability, Past Performance, and Price. Technical and Past Performance are significantly more important than Price.

  • Past Performance: Reviewed via CPARS and other sources.
  • Price: Must be fair and reasonable.

This document provides instructions for completing the Secure Software Development Attestation Form. The form is used by software producers to attest that their software is developed in conformity with Federal Government-specified secure software development practices, as outlined by NIST Guidance and Executive Order 14028.

• Authority: Cites 44 U.S.C. § 3554, E.O. 14028, and OMB Memoranda M-22-18 and M-23-16.
• Purpose: To provide Federal Government assurances of secure software development.

Software producers who wish to have their software used by Federal agencies must complete this attestation form. It outlines the specific secure software development practices that must be adhered to.
