Evaluation & Submission
Award will be made on a lowest priced technically acceptable basis. Offerors must provide pricing for required services and quantities. Key requirements include:
- Active SAM registration.
- Active CMMC Level 2 (Self) assessment (or Higher Level) score within SPRS.
- NIST registration with an assessment score not more than 3 years old.

Additional Notes
This is a combined synopsis/solicitation, but it is not a request for competitive quotes as the Government intends to award sole source to Nightwing Intelligence Solutions due to their data rights and to avoid duplicative costs and schedule impacts. All responsible sources may submit a capability statement for consideration, but a determination not to compete is at the Government's discretion. CMMC Level 2 (C3PAO) will be a requirement for options exercised after November 10, 2026.
