• CLINs (Contract Line Item Numbers): Includes CLINs for Base Year, Option Year 1, Option Year 2, Option Year 3, and Option Year 4.
• Description: The Base Year CLIN (0001) covers preventative maintenance, software/firmware updates, 24/7/365 emergency technical support, and repair/replacement of system components.
• Quantities (Qty): Placeholder for quantities for each CLIN.
• Total Price: Placeholder for the total price for each CLIN and overall.

Bidders must complete this matrix to provide their proposed pricing for the services outlined. The structure indicates the government's expectation for pricing across multiple years, including a base year and four option years. The total price entered will be a key component of the proposal evaluation.

Performance Work Statement (PWS)

This PWS outlines the requirements for providing all necessary personnel, services, and equipment to administer, maintain, repair, test, and install Electronic Security Systems (ESS) at Crane Army Ammunition Activity (CAAA). This includes Intrusion Detection Systems (IDS), Access Control Systems (ACS), and Automated Gate Systems, ensuring they remain operational 24/7.

• Maintenance & Repair: Perform maintenance, diagnosis, and replacement of IDS & ACS components, including sensors, wiring, conduit, and software. Maintain the entire ESS in operational status.

• Installation: Install new ESS components, CCTV systems (network devices, servers, clients, cameras, UPS, fiber optics), and Automated Gate Systems.

• CCTV System: Maintain and repair the Bosch Video Management system, including network devices, servers, clients, cameras, and power supplies.

• Automated Gate Systems: Administer, maintain, repair, and install Tilt-A-Way automated gate systems.

• Inspections: Conduct monthly ("Soft Inspections") and semi-annual ("Full Inspections") preventive maintenance on IDS components.

• Inventory Management: Maintain a supply of ready spare parts and manage government-issued inventory stock.

• Maintain the entire ESS in an operational state of repair, 24/7.

• Response time for initial service: within 1 hour during principal performance period.

• Response time for failed systems (non-duty hours): within 2 hours.

• Systems restoration: normally within 6 hours of service personnel arrival.

• IDS failures: repaired within 24 hours of service personnel arrival.

• Performance objectives, standards, and acceptable quality levels are detailed in the Performance Requirements Summary (PRS) Attachment 1.

• The Principal Period of Performance (PPP) is Monday through Thursday, 0600 to 1630, excluding federal holidays. Emergency services are required 24/7.

• Performance is at NWS Crane CAAA.

• Staffing: Minimum of four technicians required. All must be DAQ SMS certified. Includes a Site Manager/Engineering Technician.

• Certifications: Technicians must hold DAQ SMS System Administrator certifications. CompTIA Security+ or equivalent is required for access to ICIDS servers. CompTIA Network+ or equivalent may be required for SCIF/SAPF computer access. All certifications must be current and comply with DoD 8570.01-M.

• Security: Personnel require a Tier-1 Investigation. Compliance with AT Level I training, OPSEC, and other security protocols is mandatory.

• Contractor Requirements: Prime Contractor must be a DAQ Value Added Retailer (VAR). Personnel must be US citizens. Compliance with environmental and safety regulations (EM 385-1-1, OSHA) is required.

• CMMC: CMMC Level 2 certification may be required on or after November 10, 2026.

• SECNAV 5512/1 Form: All individuals must complete this form, with box 30 to be filled out upon arrival at the visitor's center.
• Identification: Proper ID, compliant with Real ID Act (as of May 7, 2025), is required.
• Base Sponsor Information: Name (Graham Helms) and phone number (812-296-0568) are provided.
• Information for ACC-RI Contract Specialist: Required at least 72 hours prior to the visit, including: Last name, first name, middle initial; Email address; Phone Number; Company Name; Reason for visit (e.g., For solicitation XXXXXX); Date of visit; Foreign National status (Yes/No); Nationality.
• Meeting Point: Bldg 2084.
• Meeting Time: 0830.
• Site Visit Date: 7/7/2026.
