This is a combined synopsis/solicitation for commercial products and services, specifically for Elevator Maintenance and Technical Support at the Harry S. Truman Power Plant in Warsaw, MO. The U.S. Army Corps of Engineers (USACE) requires these services to maintain two elevators: a 1978 2000 lb side-traction elevator and a 1978 4000 lb overhead traction elevator.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide maintenance services, including maintenance and inspections, for the elevator systems at the Harry S. Truman Power Plant (HST) as requested.

• Provide all necessary personnel, equipment, supplies, transportation, tools, materials, and supervision for elevator maintenance and technical support.

• Perform routine preventive maintenance, including lubrication, adjustment, safety device testing, and replacement of wear components.

• Conduct annual safety inspections and testing in accordance with ASME A17.1 and state regulations, including five-year full load testing.

• Provide technical support visits to evaluate, troubleshoot, and diagnose elevator deficiencies.

• Maintain elevator system documentation, including maintenance logs, inspection records, and parts replacement history.

• Coordinate with plant staff on elevator outages, maintenance schedules, and safety requirements.

• The Contractor's performance will be evaluated in accordance with the Quality Assurance Surveillance Plan (QASP).

• Performance standards are focused on ensuring the contractor meets contract requirements, with defined surveillance frequency and acceptable defect rates.

• Maintenance Support performance standard is 100%.

• Period of Performance: One (1) base year of 12 months and one (1) 12-month option year.

• Place of Performance: Onsite technical support at Harry S. Truman Power Plant, Warsaw, MO. Offsite technical support (report development, documentation review, etc.) can be performed at the Contractor's location.

• Contractor personnel must possess current elevator technician certifications (e.g., NAEC), state inspector licenses, and OSHA safety training for confined space and electrical work.

• Compliance with EM 385-1-1, ASME A17.1 Safety Code for Elevators and Escalators, and local policies/procedures is required.

• Submission of a site-specific Accident Prevention Plan (APP) and an Activity Hazard Analysis within 30 days of contract award.

• Compliance with anti-terrorism/operations security requirements, including training and access control procedures.

• Provide comprehensive liability insurance.

• Maintain 24/7 emergency response capability for elevator entrapments and safety-related issues.

• All equipment and materials used must meet current safety standards and specialized testing equipment must be calibrated and certified.

• Contractor shall not purchase equipment prior to Government approval.

• Contractor shall provide updates to Operations and Maintenance (O&M) manuals for replacement equipment.
