Solicitation / RFP / RFQ

This solicitation is for the maintenance and technical support of the Library of Congress's Empress Media Asset Management (eMAM) system. The eMAM system is used for tracking produced media assets. This contract will provide ongoing manufacturer support for licensed users and the custom implementation of the system.

• Maintenance Support: Includes all software batch updates, 24/7 phone support (with a maximum response time of 12 hours excluding weekends), online support web portal access (Monday-Friday, 24 hours a day), email support (Monday-Friday, 24 hours a day), and web chat support (Monday-Friday, 24 hours a day). This support lasts for one calendar year.

• Business Unit Licenses: Two (2) business unit licenses are required. These licenses will expand the system from one to three business units, allowing for partitioned environments and customized layouts within the Director, Ingest, Archive, and Delivery interfaces. These new business units are intended for the Library's Design Office and Office of Communications.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: Base contract period is from August 1, 2026, to July 31, 2027.

• Evaluation Criteria: Award will be made to the responsible offeror providing a technically acceptable proposal at the lowest price. Technical acceptability is defined as the ability to provide the items required in the statement of work. The Library will also review authorized reseller documentation and may contact the OEM to verify authorization.
