Quick Summary

The General Services Administration (GSA) is conducting market research via a Request for Information (RFI) for Embossing Machines across multiple National Stock Numbers (NSNs). This RFI aims to gather information for a prospective acquisition that could result in Blanket Purchase Agreements (BPAs) issued against GSA Federal Supply Schedules. Responses are due by June 17, 2026.

Purpose & Scope

This RFI is for planning purposes only and is solely issued for conducting market research. The government is not seeking or accepting proposals at this stage. The research focuses on identifying capabilities for various embossing machines, including those for address plates and dog tags, with specific NSNs: 7490017030708, 7490016643607, 7490016328035, 7490006889866, and 7490017030707. The potential BPAs are anticipated to consist of a one-year base period and nine one-year option periods.

Key Requirements

The GSA is seeking information on embossing machines that meet specific Item Purchase Descriptions (IPDs) for each NSN. Key requirements across these IPDs include:

  • Materials: Capable of embossing Stainless Steel, Carbon Steel, Aluminum, Copper, and Brass plates.
  • Features: Built-in touchscreens, various drum capacities (60 or 90 slots), multi-language interfaces, and communication options (RS232, USB, Ethernet, WiFi).
  • Software: PowerTag Windows PC Application Software.
  • Compliance: Packaging must comply with ASTM D3951; marking with FED-STD-123H (civilian) or MIL-STD-129R (military); palletization with industry standards and GSAM 552.211-89 for wood packaging.
  • Preference: Given to items with the highest percentage of recovered material, including post-consumer material, within reasonable cost.
  • FAR Provision: FAR 52.211-6, "Brand Name or Equal," applies to all items.

Contract & Timeline

  • Type: Sources Sought / Request for Information (RFI)
  • Potential Outcome: Blanket Purchase Agreement (BPA) against GSA Federal Supply Schedules.
  • Anticipated Duration: One (1) year base + nine (9) one-year option periods.
  • Set-Aside: None specified.
  • Response Due: June 17, 2026, by 6:00 PM ET.
  • Published: June 3, 2026.

Submission & Evaluation

Respondents must furnish information that specifically addresses each characteristic within the relevant Item Purchase Description to enable an "or equal" determination. This includes unit of issue, unit of measure, test methods, and results if required. Failure to provide this information may result in the bid being rejected as non-responsive in a future solicitation. The government reserves the right to require proof of conformance. Participation in this RFI is voluntary, and information provided is submitted voluntarily. This RFI does not constitute a commitment by the government to issue a formal solicitation or award a contract.

Additional Notes

The US Government is not liable to pay for or reimburse any costs incurred by respondents. Not responding to this RFI does not preclude participation in any future solicitation.
