Purpose
This is a Sources Sought Notice issued for market research purposes only, not a solicitation. The government seeks to determine industry interest and capability to provide EDGs. Responses will inform the government on the best means of procuring this requirement, potentially leading to a small business set-aside, full and open competition, or a sole source award.
Scope of Work
The requirement is for rental EDGs with specific electrical ratings (460VAC nominal, 3-phase, 60 Hz) and minimum power ratings of 250KW, 500KW, 750KW, or 1,000KW. Generators must meet national emissions and electrical code standards, include integral lockout means, reverse power trip, and main output circuit breakers. Key features include automatic remote notification, local/remote electrical start, maintenance-free batteries, chargers, and water jacket heaters. EDGs must have integrated fuel tanks for 16 hours of full-load run time, refuelable while operating, and be housed in NEMA 3R ISO enclosures. Pre-delivery maintenance and a load test (min 80% for 1 hour) are required.
Performance Standards
Rented EDGs are expected to run less than 50 hours per calendar year (excluding emergency use) and must assume rated electrical load within 10 seconds of start. Repairs or replacements must be completed within 48 hours of determination, followed by a half-hour retest.
Place of Performance
The primary delivery location is Puget Sound Naval Shipyard and Intermediate Maintenance Facility. Alternate locations include Naval Base Kitsap (Bremerton, Bangor, Keyport), Naval Hospital Bremerton/Jackson Park, PSNS & IMF Bangor, Naval Station Everett, and Naval Weapons Depot/Indian Island.
