Emergency Diesel Generator Maintenance

This solicitation is for the quarterly maintenance of Centralized Pier-side Pretreatment Unit (CPPU) Emergency Diesel Generators. The acquisition is being conducted as a Request for Quote (RFQ).

• Quarterly maintenance services for CPPU Emergency Diesel Generators.

• Services must be performed in accordance with the Generac Owner's Manual for Mobile Generator - MDG250DF4 Rev. B 08/18/2023.

• The contract period of performance spans from July 27, 2026, to July 26, 2031, with each year broken down into quarters.

• Pricing arrangement is Firm Fixed Price.

• The contract is for commercial products and commercial services.

• Offerors must submit a quote via email to lillian.l.kwong.civ@us.navy.mil.

• Quotes must include pricing in an Excel spreadsheet (five tabs: one for each year, broken down by quarter, with annual and total Period of Performance totals), technical capability statement, point of contact information, business size, CAGE code, UEI, and payment terms.

• The evaluation will be based on Lowest Price Technically Acceptable (LPTA).

• Questions regarding the solicitation must be submitted by June 9, 2026, at 8:00 AM EDT.

• Quotes are due by the date specified in Block 08 of SF 1449.

• Price quotes must be valid for 60 days.

• The acquisition is listed as UNRESTRICTED.

• The North American Industry Classification Standard (NAICS) code is 811310, with a size standard of $19.5 million.

• The solicitation includes provisions for Price Evaluation Preference for HUBZone Small Business Concerns.

• It also includes the Postaward Small Business Program Rerepresentation clause.

• The solicitation incorporates FAR clauses by reference, including those related to System for Award Management, Commercial Products and Services, Equal Opportunity, Service Contract Labor Standards, and Cybersecurity Maturity Model Certification (CMMC) Level Requirements.

• Offerors must have a current CMMC status at Level 1 (Self) or higher, and a current affirmation of continuous compliance in SPRS.

• Inspection and acceptance will be conducted at the Destination (Norfolk Naval Shipyard, Portsmouth, VA).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide preventive maintenance for the Norfolk Naval Shipyard (NNSY) Centralized Pier-Side Pretreatment Unit (CPPU) Emergency Diesel Generators (EDGs) to ensure their full operational status during power outages.

• The SOW outlines preventive maintenance (PM) services for Generac MDG250 EDGs.

• Services are based on time intervals, not operational hours, as the EDGs are standby equipment.

• PM tasks are categorized as Quarterly (Q), Annual (A), Biennial (B), and Triennial (T).

• Specific tasks include oil changes, filter replacements, coolant checks, operational inspections, and more, referencing the Generac Owner's Manual for detailed requirements.

• The document details the maintenance schedule for the Base Year and four Option Years, specifying which PM types are to be performed each quarter.

• Contractors must perform operational checks after maintenance to verify functionality.

• Unloaded operational checks must adhere to specified runtime limits.

• If testing cannot be completed within limits, a request for loaded testing must be submitted.

• Individual PM reports must be delivered electronically within one week of service completion.

• The primary location is the CPPU storage area outside the Controlled Industrial Area (CIA).

• A secondary location is Bldg. 298 Code 900F dry dock equipment storage area within the CIA.

• Locations are subject to change; contractors must validate EDG locations prior to arrival.

• Contractors must comply with all terms and conditions of the contract and the SOW.

• Disposal of waste and debris is the sole responsibility of the contractor.

• Contractors must coordinate service dates and times with the Technical Point of Contact (TPOC) at least two weeks in advance.

• Controlled Industrial Area (CIA) access and Personal Protective Equipment (PPE) are required.

• Defense Biometric Identification System (DBIDS) and NAVSEA Badging are required for all contractors.

• Policies regarding Portable Electronic Devices (PEDs) within the CIA and specific areas must be followed.

• NNSY will provide reasonable access during normal working hours (0730-1600, Mon-Fri, excluding Federal holidays). Off-hours work requires TPOC approval.

• Minimum reports required include PM reports, engine oil analysis, engine coolant analysis, load testing, and generator megger testing.
