Emergency Diesel Generator Service Contract

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a service contract for performing quarterly Preventive Maintenance (PM) procedures on Emergency Diesel Generators (EDGs) at Norfolk Naval Shipyard (NNSY), Code 900F.

• Perform four quarterly PM procedures on specified Caterpillar EDGs.

• Services must be performed by an Authorized Caterpillar Service Provider (ACSP).

• PMs are based on Original Equipment Manufacturer (OEM) recommendations for standby generators.

• Specific PM levels (1, 2, and 3) are detailed for each quarter across the base year and four option years.

• PM Level 1 includes a 99-point inspection and report.

• PM Level 2 includes Level 1 services plus oil change, filter replacement, waste disposal, and bearing inspection.

• PM Level 3 includes additional checks and replacements such as coolant, hoses, belts, and batteries.

• Repair work may be necessary and will be issued as a separate CLIN, requiring separate funding and KO approval.

• All PMs must be performed in accordance with OEM recommendations.

• Individual PM reports must be provided to the Technical Point of Contact (TPOC) as they become available.

• Service estimates must be valid for a minimum of 60 days.

• Operational checks are required after replacement services.

• Specific reports (PM reports, oil/coolant analysis, load testing, megger testing) must be provided electronically and individually to the TPOC.

• Base Year: 07/27/2026 - 07/26/2027

• Option Years 1-4: 07/27/2027 - 07/26/2031

• Locations: Dry Dock 2, Dry Dock 3, Dry Dock 4, Dry Dock 8, NNSY dry dock equipment storage area. Locations are subject to change and should be validated with the TPOC.

• ACSP Requirement: Services must be performed by an Authorized Caterpillar Service Provider.

• Security: Requires DBIDS card and NAVSEA Badging for access to NNSY. Portable Electronic Devices (PEDs) policy applies, with restrictions in certain areas (CNIAs, NWAs, Open Storage Areas). Specific instructions for submarine PEDs and access to classified information or spaces may apply (clearance level to be determined by SME).

• Safety: Contractors must adhere to Federal and State OSHA requirements and NNSY OSHE Program Manual. Hazardous Energy Control (HEC) procedures must be followed.

• Access: Contractor must coordinate PM service times with the TPOC to ensure EDG availability. Government will provide reasonable access between 0730 and 1600, unless otherwise arranged.

• Reporting: PM reports, fluid analysis, and testing results must be submitted to the TPOC.

• Travel: Not applicable.

This is a combined synopsis/solicitation for commercial services to perform quarterly Preventive Maintenance (PM) on Emergency Diesel Generators (EDGs) at Norfolk Naval Shipyard (NNSY), Code 900F. The contract will be solicited as Full and Open. The NAICS code is 811310, PSC J039, and the Business Size Standard is $12,500,000.00.

• Perform 4 quarterly PM procedures on specified EDGs.

• Services must be performed by an Authorized Caterpillar Service Provider (ACSP).

• PMs are based on Original Equipment Manufacturer (OEM) recommendations.

• Specific PM levels (Level 1, 2, and 3) are detailed for each quarter and year.

• Includes generator inspection, fluid sampling, analysis, oil/filter changes, and testing.

• Repairs may be necessary and will be issued under a separately funded CLIN.

• Contract Type: Full and Open Solicitation.

• Period of Performance: Base Year (07/27/2026 - 07/26/2027) with four Option Years (through 07/26/2031).

• Delivery Location: Norfolk Naval Shipyard.

• Solicitation closes on June 06, 2026, at 5:00 PM.

• Proposals must be complete, accurate, and received by the deadline; late or incomplete submissions will be disqualified.
