Statement of Work (SOW) / Performance Work Statement (PWS)

To provide lodging accommodations and associated hotel services for approximately 270 government personnel (JIATF-S personnel, families, and pets) during emergency evacuations from the Key West, Florida area.

• Provide multi-room vacation suites/villas with full kitchen facilities or microwaves, small refrigerators, coffee makers, in-room washers/dryers or hotel laundry facilities, and internet access.

• Hotels must be equipped with emergency generators and/or emergency lighting.

• Services include baggage handling, parking in a secure area, and access to hotel amenities (restaurant, business center, pool, spa, exercise facilities) for registered guests.

• Provide meeting/conference space, including a general session room for 300 attendees and five break-out rooms for 10 people each.

• Provide wireless internet for general session and break-out rooms.

• Provide audio-visual equipment for the general session room.

• Provide access to an on-site business center with copying, printing, and scanning capabilities.

• Provide a dedicated registration and support area.

• Provide hotel signage indicating JIATF South check-in location.

• Hotels must pass a Government vulnerability security assessment.

• Hotels must not be located in FEMA identified flood zones or hurricane evacuation zones A or B.

• Services must be performed in conformance with applicable Federal, State, and Local requirements, including OSHA and the Hotel and Motel Fire Safety Act.

• Maintenance and repairs must be corrected immediately at the hotel's expense.

• Room rates must not exceed current government evacuation rates.

• Invoices must be in English and U.S. dollars, submitted within 10 days of final departure.

• Place of Performance: Orlando, Florida.

• Delivery Period: The BPA expires five (5) years from the date of agreement or when total orders reach $5,000,000, whichever is earlier. Specific delivery periods are outlined from August 2025 to July 2030.

• Non-personal services contract.

• Contractor must develop and implement a Quality Control Plan (QCP) within 30 days of contract award.

• Contractor must provide a Hotel Representative (HR) available throughout the period of use.

• Government will provide a Designated Government Point of Contact (POC).

• Government reserves the right to cancel rooms up to 24 hours prior to the period of performance.

• Hotels must accept Government Travel Cards or Guest Personal Credit Cards for payment.

• Tax exemption applies to self-funded and contract-funded attendees.

• Changes to orders can only be made by the JIATF-S Contracting Officer with 24-hour notice.

• The contractor shall provide a room block of 270 vacation suite/villa family units, with specific quantities for studio/1-bedroom, 2-bedroom, 3-bedroom, 4-bedroom, and 5-bedroom units.

• The hotel must exclude JIATF-S guests from "yield management" and other occupancy maximization techniques.

To provide lodging accommodations and associated hotel services for approximately seventy-five (75) government personnel during emergency evacuations in the Largo, Florida area.

• Provide approximately 75 rooms in the Largo, FL area.

• Rooms must include kitchen facilities and/or microwaves, small refrigerators, coffee makers, internet access, fully functional air conditioning, high standard of hygiene, and private bath with full toilet and shower.

• Hotels must be equipped with emergency generators and/or emergency lighting.

• Services include room internet, hotel launderette accommodations, and telephonic communications.

• Guest facilities and amenities (restaurant, business center, pool, spa, exercise facilities) must be available.

• Baggage handling must be available during check-in and check-out.

• Parking must be in a secure area with adequate lighting and security.

• Room rates cannot exceed effective government per diem rates.

• Services must meet the standard of performance associated with the PWS.

• Quality Control Plan (QCP) required within 30 days of award, detailing inspection, deficiency identification, correction, documentation, and trend analysis.

• Place of Performance: Largo, FL.

• Delivery Periods:

  • Period 01: 08/30/2025 – 07/31/2026
  • Period 02: 08/30/2026 – 07/31/2027
  • Period 03: 08/30/2027 – 07/31/2028
  • Period 04: 08/30/2028 – 07/31/2029
  • Period 05: 08/30/2029 – 07/31/2030

• The Blanket Purchase Agreement (BPA) expires five (5) years from the date of agreement or when the BPA reaches $5,000,000 in total orders, whichever is earlier.

• Hotels must pass a Government vulnerability security assessment.

• Hotels shall not be located in a FEMA identified flood zone or hurricane evacuation zones A or B.

• Contractor must provide a Hotel Representative (HR) available throughout the period of use.

• Government will provide a Designated Government Point of Contact (POC).

• Changes to the contract must be issued by the JIATF-S Contracting Officer.

• Government reserves the right to cancel rooms up to 24 hours prior to the beginning of the period of performance.

• Hotel agrees to exclude JIATF-S guests from "yield management" and will not relocate guests without approval.

• Tax exemption applies; taxes shall be removed from bills once tax exempt forms are submitted.
