Quick Summary

The Department of the Navy, specifically MAGTFTC/MCAGCC, is soliciting proposals for Emergency Operations Center (EOC) operational training support. This Total Small Business Set-Aside opportunity seeks a contractor to provide comprehensive Emergency Management (EM) training, planning assistance, and exercise facilitation to enhance installation preparedness, response, recovery, continuity of operations, and mission assurance. The contract will be a Firm-Fixed-Price type.

Scope of Work

The selected contractor will provide advisory, facilitation, training, and technical support. This includes improving EM capabilities related to EOC operations, incident coordination, recovery planning, mission assurance integration, Critical Infrastructure Protection (CIP), and Unified Command coordination. The scope explicitly prohibits the contractor from performing inherently governmental functions or making operational decisions.

Key Requirements & Deliverables

Key requirements include developing and delivering:

  • EM Training: Six planned courses (e.g., ICS 300/400, IS-2200, G-191, E-0101, E-0103 or comparable), each at least 8 instructional hours, scenario-based, for approximately 25 participants per course.
  • EOC Operations Training & Support: Position-specific training for Finance, Logistics, Planning, and Operations roles, including tabletop or functional exercises.
  • Base Defense OPLAN Support: Facilitating workshops and assisting with OPLAN updates.
  • Recovery Working Group (RWG) Support: Facilitating at least one annual session.
  • MCCAMS/CIP Training: Providing system training and asset identification workshops.
  • Unified Command Exercise: Designing and facilitating one annual full-scale exercise (4-6 hours).

Deliverables include an Annual EM Training Plan, EM Training Events, EOC Training, Updated Base Defense OPLAN, RWG Session Support, MCCAMS/CIP Training, Unified Command Exercise packages, and After Action Reports/Improvement Plans (AAR/IPs). All deliverables must be electronic in editable Microsoft Office format.
