This is a combined synopsis/solicitation for commercial items to procure emergency preparedness training, services, and supplies for the National Institute of Allergy and Infectious Diseases (NIAID) personnel. The goal is to train and equip NIAID staff to respond to workplace emergencies, enhancing their ability to recover from various hazards. This acquisition is being conducted using Simplified Acquisition Procedures under FAR Subpart 12.6.

• First Aid/AED Combo Class (12 sessions, max 15 students per session)

• Stop the Bleed Class (1 session, max 25 students)

• Tactical Emergency Casualty Care (TECC) (2 sessions at Maryland Campus)

• Tactical Emergency Casualty Care (2 sessions at RML MT Campus)

• Annual First Aid Kit Inspections and Refills (for 30 kits)

• Contract Type: Firm Fixed Price Purchase Order

• Period of Performance: One (1) year from 7/1/2026

Statement of Work (SOW)

To purchase emergency preparedness training, services, and supplies for NIAID personnel to enhance their ability to respond to and recover from workplace emergencies and hazards.

• Provide on-site training and supplies in Rockville, MD, and Hamilton, MT.

• Specific training includes:

  • First Aid Kit inspections and refills (30 kits)
  • First Aid/AED Combo Class (12 sessions, 15 students max each)
  • Stop the Bleed Class (1 session, 25 students max)
  • Tactical Emergency Casualty Care classes (4 sessions total, 15 students max each)

• Assist in promoting training sessions to NIAID staff upon request.

• Successful completion of training sessions requires proof of certification.

• All training sessions must be conducted in-person.

• First Aid kits must meet or exceed current ANSI guidelines.

• Tourniquets must be windlass type and recommended by Co-TECC.

• Base period of performance: 12 months beginning 07/01/2026.

• Places of performance include Rockville, MD (5601 Fishers Lane; NIH Main Campus - Bethesda, MD) and Hamilton, MT (RML Campus).

• Contractor/subcontractor must be an American Heart Association (AHA) Authorized Training Site and a Training Center through ECSI.

• Must have at least 10 years of experience providing CPR/AED and First Aid training.

• Must be a "Recognized Educational Partner" of the Committee for Tactical Emergency Casualty Care.

• Instructors must meet specific certification and experience requirements, including current AHA BLS Instructor status, EMT-B or higher certification, and NIH PIV badge with physical access authorization.

• Technicians for First Aid kit services must possess a NIH PIV badge with physical access authorization.

• Contractor must be responsible for ensuring kits and contents meet ANSI guidelines.

• Training must incorporate the exact type of tourniquets stocked in the kits.

• This is a firm fixed price purchase order.
