Statement of Work (SOW) / Performance Work Statement (PWS)

To provide supplies and services for emergency spill clean-up, including personnel, supervision, equipment, environmental services, and laboratory analysis, as requested by the Contracting Officer (CO) or their representative.

• Furnish supplies and non-personal services for emergency spill clean-up.

• Obtain and analyze potentially contaminated material samples to determine contamination levels.

• Remove or assist in the removal of underground storage tanks (USTs).

• Assist with aircraft accident clean-up operations (removal, transport, and disposal of contaminated soils and investigative derived waste).

• Clean fuel storage tanks.

• Remove contaminated fuel, oil, hydraulic fluid, or other liquids and dispose of or recycle them.

• Remove absorbent materials contaminated with fuel, oil, hydraulic fluid, or other liquids and dispose of them.

• Remove contaminated soil from spill areas and dispose of or remediate it.

• All operations must comply with applicable OSHA and state safety requirements.

• Response time: Minimum of 8 hours to a maximum of 24 hours from notification to begin clean-up operations, depending on the type of response required.

• Analytical reports must include specific information such as sample description/location, dates, methods used, detection limits, and chain of custody documents.

• Disposal sites must be approved by the Wing Environmental Coordinator (WEC).

• Period of Performance: October 2025 through October 2030 (Not to Exceed 5 years).

• Disposal documents (landfill, remediation, recycling, weight tickets) must be provided to the WEC.

• Mobilization of equipment and personnel costs are to be included in the per unit cost (ton, pound, gallon).

• Landfill tipping fees and material sampling costs are to be a straight pass-through cost with no mark-up.

• Deliveries/shipments must be accompanied by delivery tickets/invoices with specific minimum information.

• The Government reserves the right to inspect or test supplies or services.

• An updated price list must be submitted annually.

• Contractor shall obtain base visitor passes for personnel.
