Quick Summary

The U.S. Forest Service (USDA-FS) is seeking feedback on a DRAFT Long-Term Stewardship Integrated Resource Service Contract for the End of the World (EOTW) Planning Area within the Nez Perce-Clearwater National Forest, Grangeville, ID. This Sources Sought notice, initially an RFI, aims to gather industry input on the scope and structure of a future solicitation to reduce insect/disease risks, mitigate wildfires, and restore forest health. A DRAFT solicitation document is now available for review.

Project Overview & Scope

This initiative targets approximately 17,000 gross acres for treatment within the EOTW planning area, with the Record of Decision covering various treatments across 49,565 acres. The anticipated contract term is up to 10 years, and the project expects to offer 50+ Million Board Feet (MMBF) of commercial timber. Key service work includes:

  • Timber Operations: Commercial timber removal (tractor, skyline, shovel, tether systems), timber sale preparation (layout, marking, cruising), low value stand treatment (precommercial thinning, mastication), and biomass removal.
  • Road Infrastructure: Maintenance, reconditioning, construction, gravel crushing, and decommissioning of roads. Temporary road construction and obliteration are also included, though detailed road design is excluded.
  • Fuels Management: Slash piling, tethered piling, handline/mechanical line construction, and fuel break treatments.
  • Other Activities: Erosion control, turf establishment, and reforestation.

Anticipated Contract Details

The future contract is envisioned as a Firm Fixed-Price commercial services contract with requirements for timber removal.

  • Duration: The period of performance is expected to commence within 10 calendar days of Notice to Proceed and complete by September 15, 2036.
  • Payment: Product value from timber will offset service work costs. Service work items are anticipated to be priced by acre, ton, or linear foot, while road activities may be priced by mile or contract quantity. Payment for Land Management Work Activities will utilize Stewardship Credits and Appropriated Funds.
  • Labor & Bonding: Davis-Bacon wages will apply to road construction, and Service Contract Act wages to non-construction services. Road construction requirements will be subject to bonding.
  • Location: The project area is approximately 8 air miles south of Grangeville, Idaho.

This is NOT a solicitation for proposals, and no contract will be awarded from this notice. The purpose is to gather feedback on the draft documents. The Forest Service anticipates a formal solicitation in Spring 2026, with an award in Summer/Fall 2026.
