Purpose & Scope

This opportunity requires on-wing and in-test-cell direct engine core water wash services using heated, deionized water and detergent. Services include complete wetting of compressor and turbine blade airfoil surfaces to remove contaminants, requiring a mobile water wash system and full capture, treatment, and disposal of all effluent in compliance with environmental regulations. Services are for F108-CF-100/201 (KC-135R/T), F138-GE-100 (C-5M), TF33-P-103 (B-52H), TF33-P-100A (E-3B/G), and F139-PW-100 (KC-46A) engines. Approximately 700 engines annually require services, with washes expected to occur at multiple locations simultaneously.

Proposals must be submitted electronically to Kayla Corsi (kayla.corsi@us.af.mil) and Laura Burnette (laura.burnette@us.af.mil) by the due date. Email subject lines must include "FA8626-26-R-B001, Engine Water Wash." Submissions are limited to .pdf, .docx, or .xlsx attachments. Offers must remain valid for 120 calendar days. Offerors must provide two volumes:

  • Volume I - Technical Capability (20-page limit): Addresses Schedule and Wash Effectiveness, Environmental Plan, Equipment Procedures, Subcontractor Management & Small Business Participation (including Attachment 4 SBPCD and FAR 52.219-9 for large businesses), and Prior Experience.
  • Volume II - Price Proposal and Contract Documentation (Unlimited page limit): Requires a completed Attachment 6 (Pricing Matrix) and SF 1449, plus Representations & Certifications.

Evaluation Factors

Proposals will be evaluated using FAR Part 13 Simplified Acquisition Procedures. Evaluation factors are Technical Capability and Price, with Technical Capability being significantly more important than Price. An "Unacceptable" Technical Capability rating will render a proposal un-awardable. Technical evaluation includes Acceptable/Unacceptable and Technical Risk Rating methods.
