This document justifies the use of other than full and open competition for Solicitation No. SPRAL1-26-R-0009. The Defense Logistics Agency (DLA) Weapons Support (Columbus) is acquiring supplies on a non-competitive basis.

• The acquisition is for Outboard Multifuel Engines (NSN 2805-01-555-6505).

• The engine is described as a versatile marine propulsion system combining portability with fuel flexibility.

• The end item is related to the Combat (CMBT) Rubber Raiding Craft (CRRC) Inflatable, used for over-the-horizon transportation and insertion of personnel.

• Quantity: 30.00 units.

• Contract Type: Firm-Fixed Price, Fixed Quantity, No Option.

• Authority: 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1.

• The justification is based on AMC 3 (Acquire, for the second or subsequent time, directly from the manufacturer) and AMSC P (Government does not own rights to data, uneconomical to reverse engineer).

• The acquisition will be synopsized on or about March 23, 2026, for 7 days.

• The solicitation will be posted to the DLA Internet Bid Board System for a minimum of 15 days.

• A Sources Sought Notice (SSN) was posted to SAM.gov from March 2, 2026, to March 12, 2026, with three responses received.

• The solicitation will be published for 15 days.

• DLA Weapons Support encourages interested vendors to contact the Source Approval Monitor for information on submitting a Source Approval Request Package.

• The acquisition is restricted to BRP US Inc. (CAGE 1UVT5) as the only known source with the capability and design control approval.

• Market research identified SIT Corp, Structural Composites Inc (SCI), and Washington Marina Co as potential dealers, but BRP US Inc. did not respond to the market survey.

• SCI submitted documentation supporting the commerciality of the item.

• A copy of the previous justification from contract SPRAL118C0008 is attached.

• The estimated cost is up to $10,000,000.

Market Survey

This document is a market survey sent by DLA Weapons Support (Columbus) to potential suppliers of an outboard engine (NSN: 2805-01-555-6505, Nomenclature: ENGINE,OUTBOARD MUL). The purpose is to gather information to develop a realistic and beneficial solicitation that best meets the needs of the Warfighter. Vendors are encouraged to provide their best delivery times and unit pricing.

• Commercial Sales Data: Willingness to provide documentation (catalogs, price lists, invoices) to support fair and reasonable pricing.

• Inconsistent Clauses: Identification of commercial practices that conflict with specific FAR/DFARS clauses.

• FOB Point: Acceptability and impact of FOB Destination vs. FOB Origin pricing.

• Inspection/Acceptance: Acceptability of inspection/acceptance at Origin.

• Packaging: Ability to provide STD-COM PKG with MIL-STD-129 Markings.

• EDI Capability: Availability of Electronic Data Interchange.

• Cost and Price Data: Ability to furnish Cost and Price Data if required.

• Complete the survey to the best of your knowledge.
