Scope of Work
Offerors will propose a project on all or a portion of the 13.1 acres available across three parcels at JBM-HH. The selected Offeror(s) will be responsible for the full lifecycle of the project, including design, financing, permitting, development, construction, installation, ownership, maintenance, operation, security, and decommissioning. Projects must be viable without monetary or other contributions from the DA. Specific requirements include:
- Compliance with all federal, state, and local laws, codes, and environmental regulations (e.g., NEPA, CERCLA).
- Provision of utilities and infrastructure at the Offeror's cost.
- Construction of a conference and events center is required as in-kind consideration for Project Option 1, and shared use for Project Options 2 and 3.
- Adherence to detailed design specifications for the Patton Hall Conference Center, including secure meeting environments for SECRET-level information.
Contract & Timeline
- Contract Type: Enhanced Use Lease (EUL) under 10 U.S.C. § 2667.
- Lease Term: Fifty (50) years, with a potential option for renewal.
- Consideration: In-kind, cash, or a combination, not less than fair market value. DA prefers in-kind consideration.
