Purpose
This Sources Sought aims to identify potential IEE and ISBEE vendors for a base year plus four option periods contract. The objective is to secure access and support services for the IHS Nuvolo CMMS platform, which is an enterprise-level solution providing standardized maintenance management for IHS facilities and biomedical operations.
Scope of Work
The requirement includes providing Software as a Service (SaaS) licenses, data collection and/or migration, and SaaS vendor support for the Nuvolo CMMS. The solution must align with CMMS healthcare industry best practices and support agency initiatives in facility and biomedical operational and service management processes. Key requirements include:
- Delivering service desk, incident, problem, change, knowledge, and configuration management via an "off-premises" (SaaS, cloud-based) model.
- Hosting Development, Test, and Production systems as part of a FedRAMP Low or Moderate service offering with a current Provisional Authorization (PA).
- Supporting approximately 800 users across ten IHS Regional Areas, including Albuquerque, Phoenix, and Portland.
- Providing mobile application functionality with offline capability and meeting statutory requirements (e.g., CMS Conditions of Participation) and accreditation standards (e.g., The Joint Commission).
- Providing a Subject Matter Expert (SME) for Risk Management Framework (RMF) documentation and Assessment and Authorization activities, along with project management support.

Eligibility & Submission
Interested parties must be Indian Economic Enterprises (IEE), defined as at least 51% Indian owned and controlled, and registered in the System for Award Management (SAM). Capability statements, along with the attached IEE Native American Indian Representation Form, must be submitted via email to Maliaka Pinkney (maliaka.pinkney@hhs.gov). The email subject line must be "Computerized Maintenance Management System – SS-26-IHS1526219". A cover letter detailing company information, including UEI, business size, socioeconomic status, and any relevant contract vehicles, is also required.
