Scope of Work

The DHA seeks a commercially available enterprise dose monitoring solution that offers real-time dose tracking, clinical decision support, and regulatory compliance. Key requirements include:

  • Integration: Seamlessly integrate with existing systems like PACS, MHS GENESIS/Cerner, and other DHA clinical systems.
  • Security & Compliance: Adhere to DoD cybersecurity, identity, and Zero-Trust policies, maintain a DHA Enterprise level ATO, and support Risk Management Framework (RMF) accreditation.
  • Scalability & Operation: Support all Radiologists across CONUS and OCONUS sites, operate effectively in variable network conditions, and provide central administration and reporting.
  • Advanced Functionality: Support all ionizing modalities, handle over 10 million exams/year, provide event alerts, SSDE calculation, organ dose calculations, and comprehensive analytics. Highly desired features include pregnancy status tracking and contrast tracking.
  • Implementation: Deployment in a government-hosted virtual environment with standardization across the DHA Enterprise. All sites must Go-live within 12 months of contract award.

Submission Requirements

Interested Small Businesses must submit a Capability Statement (maximum 20 pages, 12-point font, excluding cover/administrative pages) outlining their proposed solution and a draft implementation plan. The statement should address how the firm can deliver/implement tasks outlined in Attachment 1. Submissions must include:

  • Company details (Cage Code, Unique Entity Identifier (UEI), name, address, Point of Contact (POC), email, phone, structure).
  • Small Business Designation status (e.g., 8(a), HUBZone, Service-Disabled Veteran Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB)).
  • North American Industry Classification System (NAICS) code(s) under which the company usually performs.
  • Information on participation in contracting vehicles (Government-wide Acquisition Contracts (GWACs), Multiple-Award Contracts (MACs), Indefinite Delivery, Indefinite Quantity (IDIQs)) and Federal Supply Schedules (FSS).
