Purpose of RFI

USTRANSCOM aims to address current management difficulties, lack of visibility, and potential security risks within its distributed network. Industry feedback will facilitate decision-making regarding future acquisition strategies.

Scope of ENMS Requirement

The desired ENMS will provide comprehensive network monitoring, topology discovery, performance management, fault detection, configuration validation, path analysis, and reporting. It must cover approximately 10,000 NIPRNet endpoints, 5,000 SIPRNet endpoints, over 300 network infrastructure devices, and 50 encryption devices. The solution requires high availability (99% uptime), scalability for 20% growth, and enterprise resiliency with automated failover, operating successfully in dual-stack IPv4 and IPv6 environments.

Key Requirements & Capabilities

The ENMS solution should encompass:

  • End-to-end network visibility, automated change management, Zero Trust security support, application performance monitoring, policy-based network management, automated troubleshooting, and comprehensive network monitoring.
  • Integration with existing systems including Remedy, ServiceNow, Active Directory, Infoblox, Cisco Network Devices, Cisco Identity Services Engine, Cisco Catalyst Center, Cisco SD WAN, Palo Alto, Cisco FMC, ACAS, and Tanium.
  • Support for USTRANSCOM's network infrastructure across on-premise and multi-cloud environments (ULN, CLN, Constellation GovCloud, Azure).
  • Adherence to regulatory and compliance requirements (STIG, CMMC, FedRAMP).
  • Capabilities such as Policy Based Network Management, Situation Awareness, Configuration Management, enhanced Security controls (MFA, RBAC), Compliance checks, Network Discovery, Modeling, Topology Mapping, Path Calculation, Network Automation, and Automated Troubleshooting.
  • Deliverables include Project Kick Off, Pre-Deployment Guide, Acceptance Testing Procedures (ATP), As-Built Documentation, Low-Level Design, and High-Level Design (HLD).
  • A Self-Service Portal, Training programs, Customizable Dashboards, and Visual Assessment Summaries are also desired.

Security Requirements

Work may involve unclassified, SECRET, or CONFIDENTIAL information. Contractor personnel will require background investigations (Tier 1, 3, 5) and a minimum of an interim SECRET clearance. A valid Facilities Clearance (FCL) at the SECRET level is required. Specific requirements for Common Access Card (CAC) issuance, access to Scott AFB and USTRANSCOM facilities, security training, and compliance with antiterrorism/force protection conditions apply.
