Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) defines the services and responsibilities for executing Phase 3 of the IHS NSSC Supply Chain Modernization initiative. This phase focuses on expanding, enhancing, and operationalizing the NSSC Supply Chain Resource Planning (SRP) solution across IHS's warehouse network and supporting business processes.

• Enhancements to Supply Chain Resource Planning solution (Base Year 09/1/2026 to 08/31/2027):

  • Reporting & Data Analysis Discovery: Define requirements for dashboards, KPIs, and reporting needs; document findings; develop a reporting framework.
  • VLM Integration Across All Warehouse Facilities: Extend VLM integration to all designated facilities, integrate additional material handling units, and enhance integration capabilities.
  • Order Picking Logic & Warehouse Selection Enhancements: Improve Order Capture Portal for order entry independent of a predefined supply warehouse, and implement logic for optimal fulfillment and order splitting.
  • Customer Portal Enhancements: Implement user "favorites" lists, add items to orders from saved lists, enhance portal communication (banner notifications, automated emails), and configure surveys/forms.
  • Item Location Standardization & Slotting Optimization: Analyze item movement, provide recommendations for slotting efficiency, implement adjustments, and develop reporting.
  • Oracle Redwood User Interface Migration: Support transition to the Oracle Redwood UI, validate functionality, and support user adoption.
  • Digital Assistant & AI Workflow Enablement: Identify AI use cases, design and implement AI-enabled capabilities (e.g., GenAI virtual assistants for procurement queries, automated reporting).
  • Executive Dashboards for High-Level Decision Support: Design and implement ten executive dashboards for strategic and operational decision-making, including advanced analytics and data visualization.
  • Knowledge Transfer & IT Team Enablement: Provide training to IHS NSSC IT personnel for routine configuration and operational support.
  • OKC Facility Migration to New Warehouse: Implement inventory management capabilities, design the solution, and migrate data, configurations, and processes.
  • Financial Optimization: Automate invoicing, cash receipt processing, enhance reconciliation, support third-party invoices, and enable budget-to-actual financial performance reporting.
  • Inventory Optimization: Implement barcode scanning for inventory tracking and optimize product distribution.
  • FedEx and Printer Migration to Cloud and Printer: Establish connectivity for FedEx integration and support printing from Oracle Cloud to IHS network printers.

• Production Operations Support (09/1/2027 to 08/31/2029): Provide incident, change, and release management, application monitoring, support for Oracle Fusion Cloud update cycles, maintain system configurations, support the custom portal, update documentation, and provide operational reporting.

• Optional Task: Additional Process Improvements and Enhancements (09/01/2026 to 08/31/2028): Provide additional process improvements, system enhancements, and technical support on a Time and Materials basis, as directed by the Government, not to exceed $1 million.

• Task 1: September 1, 2026 – August 31, 2027

• Task 2: September 1, 2027 – August 31, 2029

• Task 3 (Optional): September 1, 2026 – August 31, 2028

• HSPD-12 compliance for access cards and background investigations.

• The NSSC environment is a tobacco/smoke-free facility.

• Contractor personnel must adhere to security requirements, including identification, escort procedures, and handling of organizational information.

• All inquiries must be directed to the government's designated representative.

• Contractor shall coordinate delivery, installation, and training with the designated government employee.

• Contractor shall furnish one designated point of contact (POC).

• Contractor shall provide a toll-free telephone number for service calls.

• Contractor shall furnish all personnel, materials, supplies, and equipment.

• Deliverables/Performance Matrix is TBD.

Form / Attachment / Pricing Sheet

This document is the "Indian Economic Enterprise Representation Form" required by the Buy Indian Act. It serves as a self-certification for offerors to confirm they meet the definition of an "Indian Economic Enterprise" (IEE) as defined by HHSAR 326.601. This form is to be submitted in response to a Sources Sought Notice, Request for Information (RFI), or Solicitation and resultant contract.

• Eligibility Period: Offerors must meet the IEE definition at the time of offer, contract award, and throughout the contract performance period. Any change in eligibility requires immediate notification to the Contracting Officer.
• Representation: Offerors must indicate whether they do or do not meet the definition of an "Indian Economic Enterprise" with "Indian Ownership" under the Buy Indian Act.
• Required Information: The form requires the Offeror to provide:
  • Name of Federally Recognized Tribal Entity (if applicable)
  • Name of the 51% owner of the IEE Firm
  • Business Name
  • Unique Entity Identifier (UEI) Number
  • Certifying Signature
  • Print Name

This form is critical for bidders seeking to participate in opportunities designated under the Buy Indian Act. It requires self-certification of IEE status and must be completed accurately. Failure to meet eligibility requirements or providing false information can lead to penalties and disqualification. Bidders should ensure they meet the IEE definition and are prepared to provide supporting documentation if requested.
