This document provides responses to vendor questions regarding the Environmental and Social (E&S) Support Services IDIQ solicitation (Solicitation Number: 77344426R0005).

• Resumes and Page Limits: Resumes submitted count towards the 30-page technical proposal limit. There is no specific page limit for individual resumes, but they must be included within the 30-page limit. Any pages or technical appendixes beyond the 30-page limit will not be evaluated.
• Past Performance Format: Each Past Performance record must include, at a minimum, contract value, duration, scope, client name, and performance outcome.
• CVs for Key Personnel: CVs are not required. However, they may be included in the technical proposal if the offeror chooses to use them to demonstrate experience and capabilities. Short bios demonstrating staff capability are an acceptable way to present this information within the 30-page limit.

Offerors should note that CVs are not a mandatory requirement. The technical proposal, including any included bios or task scenario write-ups, must adhere to the 30-page limit. Any content submitted beyond this limit will not be considered.

Amendment / Modification

This amendment makes the following changes to the solicitation:

• Removed Clauses: FAR 52.219-9, 52.219-13, 52.219-14, 52.216-27, and 52.219-31 have been removed.

• Revised Order Limitations: The order limitation in FAR 52.219-19 has been revised to $12,500,000.00. The clause "Order Limitations. (OCT 1995)" has been updated to reflect this, including specific maximum order amounts for single items ($5,000,000.00) and combinations of items ($12,500,000.00).

• Revised Sections: The following sections have been revised:

  • FAR 52.212-1 and FAR 52.212-2 Addendum.
  • The Price Workbook.
  • The Statement of Work.
  • Section L: Addendum.

• Extended Due Date: The bid due date has been extended from May 21, 2026, to June 4, 2026.

The proposal submission deadline has been extended to June 4, 2026. Bidders should review the revised sections, including the Statement of Work, Addendum, and Price Workbook, for any changes impacting their proposals.

Amendment / Modification

This addendum modifies and clarifies instructions related to FAR 52.212-1 and FAR 52.212-2.

Key updates include:

• Announcement of an Industry Day on April 30, 2026, via Microsoft Teams. Interested parties must RSVP by April 29, 4:00 PM Eastern Time.

• Clarification on proposal submission via email only to specific DFC personnel. Offers must be received by the government server by the stated deadline. Files larger than 20MB may require separate emails.

• Questions are due three business days after the industry day via email.

• Contract documents to be submitted should not exceed two pages and include specific offeror information, DUNS number, CAGE code, small business designations, point of contact, offer firm statement, and SAM registration confirmation.

• Offerors must fill in specific blocks on the SF1449 and may not include the entire form. Exceptions must be clearly outlined.

• Price evaluation will use a provided excel spreadsheet for fully burdened rates and a one-page price narrative.

• Past Performance submissions are limited to five narratives (three for subcontractors) and must be recent (within 5 years), not exceeding five pages.

• Technical proposals are limited to thirty pages and must include specific sections on Technical Approach, Corporate Experience, Key Personnel, Quality Assurance, and a Task Scenario.

• The award decision will be a single Indefinite Delivery Indefinite Quantity (IDIQ) contract based on an integrated assessment of Price, Past Performance, and Technical factors.

• Communications will be limited, and awards may be made without discussions.

• Evaluation criteria include Price, Past Performance, and Technical, with specific subfactors and adjectival ratings for each.

Questions & Answers / Clarifications

This document contains questions and answers related to Solicitation Number 77344426R0005 for Environmental and Social (E&S) Support Services IDIQ.

• Management Costs: DFC will not issue a separate management task order, and proposal costs will not be reimbursed. Offerors should include overhead in their fully burdened rates.
• Indirect Costs and Travel: Travel costs are billed at cost only, with no additional NICRA or overheads applicable.
• IDIQ Price Workbook Fees: The "with fees" column has been removed via amendment 1. Offerors should include reasonable profit in their fully-burdened labor rates.
• Labor Categories: DFC will not add additional labor categories for proposals.
• Small Business Subcontracting: The requirement for a small business subcontracting outline has been removed via amendment 1.
• Proposal Page Limits: Specific page limits have been established for Contract Documents (2 pages), Price Workbook and Narrative (1 page), Technical (30 pages), and Past Performance (5 pages).
• Award Ceiling: The award ceiling has been increased to a total of $12,500,000.00.
• Past Performance: Relevant past performance will be considered, including experience with DFIs, MDBs, and comparable U.S. Government donor agencies. Non-U.S. subcontractors are permitted.
• Proposal Deadline: The proposal deadline has been extended to June 4th, 2026.
• Evaluation Criteria: Solicitation Amendment 1 has removed discrepancies and clarified evaluation criteria, including the removal of the Task Scenario from the scoring rubric on page 24.
• Task Order Pricing: Task Orders may be Labor Hour or Firm Fixed Price (FFP). Travel will be reimbursed at actual costs. Profit/fee will not be allowed for travel.

Several sections of the solicitation have been amended or removed based on these Q&As, including the removal of the small business subcontracting outline requirement, adjustments to evaluation criteria, and clarification on page limits and award ceiling. Offerors are advised to review Solicitation Amendment 1 for all changes.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines a Statement of Work (SOW) for Environmental & Social (E&S) Support Services to be provided to the U.S. International Development Finance Corporation (DFC), specifically its Office of Development Policy (ODP). • Client Support: Providing technical feedback on E&S documents prepared by clients or third parties.
• Thematic Subject Matter Expertise: Conducting specialized thematic reviews on E&S topics (e.g., noise, air, hydrogeology, soil contamination, labor audits, biodiversity).
• Sector Subject Matter Expertise: Providing expertise in specific sectors like oil and gas, mining, telecommunications, infrastructure, etc.
• Training and SOP Development: Developing guidance materials, templates, or SOPs, and delivering internal training sessions.

Assignments will be time-sensitive and may require rapid mobilization and concurrent support. Performance will be evaluated based on thoroughness, timeliness, quality of finished products, clarity of synthesis, technicality, and effective communication. Reports must be submitted in English, be accessible (Section 508 compliant), and follow DFC branding and style guidance.

The IDIQ contract has an ordering period of five (5) years. The place of performance may be remote or virtual, with task-specific travel to domestic or international locations as required and authorized.

• Contract Type: IDIQ contract, with Task Orders issued on a Labor Hour and/or Firm Fixed Price (FFP) basis.
• Applicable Standards: DFC's ESPP (2024), IFC Performance Standards (2012), World Bank EHS Guidelines, host country laws, and international laws.
• Personnel Qualifications: Contractors must provide qualified professionals with specific experience in DFI/MDB projects, IFC PS, ESPP, and complex due diligence.
• Confidentiality & Security: Contractors must sign non-disclosure agreements, adhere to DFC ethics training, and protect all information as sensitive.
