The U.S. International Development Finance Corporation (DFC), Office of Development Policy (ODP), is soliciting proposals for Environmental and Social (E&S) Technical Assistance. This Indefinite Delivery, Indefinite Quantity (IDIQ) contract aims to establish a partnership with a qualified E&S consulting firm to provide on-demand advisory services to DFC's E&S Risk Management Team. The services will support various transaction types, including debt, equity, political risk insurance, and financial intermediaries. This is an unrestricted opportunity.

Scope of Work

The selected Contractor will provide technical assistance aligned with DFC's 2024 Environmental and Social Policy and Procedures (ESPP), IFC Performance Standards, and World Bank EHS Guidelines. Services encompass five main categories:

  • Comprehensive E&S Support: Including screening, due diligence assessments, and monitoring.
  • Client Support: Providing technical feedback on E&S documents.
  • Thematic Subject Matter Expertise: Specialized reviews on topics like noise, air, biodiversity, labor audits, and Gender-Based Violence risk assessments.
  • Sector-Specific Expertise: Support for sectors such as oil and gas, mining, telecommunications, and infrastructure.
  • Training and SOP Development: Creating guidance materials, templates, and delivering internal training. Deliverables may include red-flag reports, screening memos, due diligence reports, and training materials.

Contract Details

  • Contract Type: Single Award Indefinite Delivery, Indefinite Quantity (IDIQ).
  • Task Orders: Issued on a Labor Hour and/or Firm Fixed Price (FFP) basis.
  • Ordering Period: Five (5) years, from June 15, 2026, to May 14, 2031.
  • Maximum Order Limitation: $12,500,000.00 for combinations of items, with an annual ceiling of $2,000,000.
  • Place of Performance: Remote or virtual, with task-specific domestic or international travel as required. Travel costs are reimbursed at actual cost, without profit/fee.
  • Organizational Conflict of Interest (OCI): Strict "firewall" requirements prohibit simultaneous work for DFC and its clients on the same project.
  • Intellectual Property: All developed IP will be Government property.

Submission & Evaluation

Proposals will be evaluated based on an integrated assessment of Price, Past Performance, and Technical factors. Technical factors include Technical Approach, Corporate Experience, Key Personnel, Quality Assurance, and a Task Scenario. Award may be made without discussions. Submission Requirements:

  • Page Limits: Contract Documents (2 pages), Price Workbook and Narrative (1 page), Technical Proposal (30 pages, including resumes/bios), Past Performance (5 narratives, max 5 pages).
  • Resumes count towards the 30-page technical limit; CVs are not mandatory, but short bios demonstrating staff capability are acceptable.
  • Proposals must be valid for 180 calendar days.
