Scope of Services

The anticipated IDIQ contract will cover a broad spectrum of environmental compliance, energy management, sustainability/resilience, and occupational safety and health services. Key technical areas include:

  • Assessments & Audits: Comprehensive ESOH audits using TEAM Guide and OSH Guide protocols.
  • NEPA Support: Preparation of EIS, EA, Categorical Exclusions; ESA surveys; cultural resource investigations.
  • Site Assessments: ASTM-compliant Phase I/II ESAs and Environmental Baseline Surveys.
  • Remediation & Restoration: Site characterization, CERCLA/RCRA compliance, remedial design, hazardous material removal.
  • Specialized Surveys: Floodplain/wetlands delineations; hazardous building material surveys (Asbestos, Lead, PCBs, Radon).
  • Program Support: Data management, NOAA Administrative Order (NAO) development, federal report preparation.
  • Demolition: Structural demolition and site restoration for property disposal.

Minimum Technical Qualifications

Contractors must demonstrate a "reach-back" capability to provide Subject Matter Experts (SMEs) holding credentials such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Professional Engineer (PE - Civil/Environmental) for remediation/demolition, and Certified Professional Environmental Auditor (CPEA). All field staff must possess current OSHA 40-Hour HAZWOPER training and medical monitoring clearance.

Proposed Contract Structure

  • NAICS Code: 541620 - Environmental Consulting Services ($19M size standard). Industry input on suitability is welcomed.
  • Contract Type: IDIQ with Firm-Fixed-Price (FFP) or Cost Reimbursable (Time and Materials) Task Orders.
