Quick Summary

The U.S. Army Corps of Engineers (USACE) is conducting a Sources Sought market survey to identify qualified Small Business vendors for bullet-resistant glass for vehicle windshields, door windows, and rear cargo windows. This requirement is for the Summit Point Training Facility, Summit Point, WV. The government anticipates a Firm Fixed Price contract below the Simplified Acquisition Threshold. Responses are due by May 22, 2026.

Purpose & Scope

This is a market survey for informational and preliminary planning purposes only; no quotes are being requested. USACE Mission Support Battalion (UMSB) seeks to identify vendors capable of providing and installing bullet-resistant glass for 2009-2011 Chevrolet Suburban vehicles. The scope includes the procurement of one-piece, laminated transparent armor and on-site removal of existing glass and installation of new glass for two vehicles.

Key Requirements

Vendors must be able to supply glass meeting NIJ Level III ballistic protection standards (38mm +/-5% and/or 21mm +/-5%). Exposed polycarbonate surfaces require an abrasion-resistant coating with a Certificate of Compliance. Specific quantities include two windshields, one driver rear door glass, and two passenger rear door glasses, all BR6, 38mm. The contractor will provide all necessary on-site equipment, materials, supplies, and labor for installation at the Summit Point Training Facility, WV.
