• Flow Down Requirements: Confirmation of including FAR clauses 52.219-8 and 52.219-9 in subcontracts.
• Assurances: Confirmation of compliance with various reporting and cooperation requirements, including submission of Individual Subcontract Report (ISR) and Summary Subcontract Report (SSR) via eSRS.
• Record Maintenance: Details on the types of records to be maintained regarding subcontracting efforts.
• Other Assurances: Statements regarding good faith efforts, timely payments to subcontractors, and cooperation with the contracting officer.

This document is a Supplemental Broad Agency Announcement (BAA) for the Fiscal Year 2026 Environmental Security Technology Certification Program (ESTCP) focusing on Natural Hazards Adaptation Technologies. ESTCP seeks to demonstrate and validate innovative, cost-effective technologies that enhance military readiness and installation resilience. This BAA is specifically for Private Sector organizations. Technologies must be mature, with laboratory or proof-of-concept work completed; commercially available technologies already in use are not appropriate.

• Proposals must demonstrate technology performance and operational costs under operational conditions.

• Projects must generate sufficient data to validate claims and support future implementation.

• Technology transfer is required, including user guidance, design/protocol documents, and publication in peer-reviewed literature.

• Engagement with the regulatory community is required for technologies needing approval.

• Proposals must include an Abstract, Technical Section (max 10 pages), Cost Section, and Appendices.

• Proposals must not contain ITAR, EAR, limited distribution, CUI, or company proprietary information.

• ESTCP projects are typically awarded as cost-type contracts, requiring an approved accounting system and audit.

• Firm-fixed price contracts may be an option if cost-type requirements cannot be met.

• Contracts will include DFARS Clause 252.204-7012 (Safeguarding Covered Defense Information) and FAR clauses related to telecommunications equipment.

• Proposal Due Date: April 24, 2026, 2:00 p.m. Eastern Time.

• Submission Method: Via the SERDP and ESTCP Management System (SEMS) only. No other methods accepted.

• Evaluation Factors (in order of importance): Technical Merit, Cost/Benefit of Technology, Transition Potential, Cost of Proposal.

• Anticipated Awards: October 2026.

• This BAA is for Private Sector organizations. Separate calls exist for DoW organizations and Federal agencies outside DoW.

• Non-small businesses may be required to submit a Subcontracting Plan if the contract exceeds $900,000.
