This is a combined synopsis/solicitation for commercial items to procure Water Operations coverage for three East side water systems at Mount Rainier National Park, WA. The National Park Service intends to award a firm-fixed-price contract. This announcement serves as the only solicitation; a written solicitation will not be issued.

• Provide Water Operations for the East side of Mount Rainier, specifically the White River Sunrise District, White River Entrance, and White River Campground.

• Services include distribution systems checks and operations as per WA DOH and NPS standards (detailed in Appendix 2).

• The contract is for "Systems Protection - Water Quality Support."

• Contract Type: Firm Fixed Price.

• Period of Performance: Estimated June 20, 2026, to November 20, 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide daily operations and management for three East Side water systems within Mount Rainier National Park's White River Sunrise Districts (WRSD).

• Operate and manage the Sunrise System (serving Museum/Visitor Center, park staff housing, concession housing, utility/water treatment building, comfort stations, powerhouse, and Day Lodge), the Whiteriver Campground system, and the Whiteriver system (serving NPS housing, maintenance shop, and restrooms).

• Perform daily residual testing, pH monitoring, Contact Time (CT) calculations, turbidity monitoring, pressure monitoring, and filter changes.

• Conduct standard daily chlorine residual testing and monthly sampling.

• Document system operations and report deficiencies.

• Provide labor and transportation for operations, documentation, monitoring, and reporting.

• Ensure compliance with Washington State Department of Health (WA DOH) standards and National Park Service (NPS) standards.

• Coordinate with the Contracting Officer's Representative (COR) for reporting issues, concerns, and changes.

• The NPS will supply filters and chlorine for the systems.

• Period of Performance: June 6, 2026, to October 31, 2026 (147 calendar days).

• Location: White River Sunrise District (WRSD), Mount Rainier National Park, Sunrise Park Rd. Buckley WA 98321.

• Contractor is responsible for locating and preventing damage to known utilities; repairs are at contractor's expense if damage occurs.

• Utility interruptions require at least 48 hours' notice to CO and COR, with shutdowns not exceeding 2-3 hours unless temporary provisions are arranged.

• Operations must comply with National Park Service rules and regulations.

• Work hours are generally 6 a.m. to 5 p.m., Monday through Sunday, with potential for work on weekends and holidays with prior approval.

• Smoking is prohibited within 25 feet of federal buildings.

• Minimize inconvenience to the public during operations.

• Contractor shall not use park dumpsters for waste disposal; recycling is encouraged.

• Daily Operations: Monitoring treated gallons, chlorine crock levels, inlet/outlet pressures, turbidity, and distribution chlorine residuals. Maintaining accurate logs as per DOH requirements.

• Filter Operations: Managing a specific filter train configuration (Stage 1: HPM97‑A‑2SS, AR5TP2P-EVP, AR10TP2P-EVP, AR25TP2P-EVP; Stage 2: HPM99‑CC‑2SR; Stage 3: HPM99CCX2SR). Recording daily inlet and outlet pressures.
