Evaluation & Eligibility

Award will be made to the responsible vendor offering the best value, based on an evaluation of Technical Capability, Experience, and Total Price. Key submission requirements include a completed SF 18, a project narrative demonstrating technical capability and staff qualifications, and descriptions of at least three similar projects within the past five years.

Offerors must be registered in the System for Award Management (SAM) and must be a Certified UST Inspector/installer licensed in the State of Alaska. All work must comply with 18 AAC 78 (UST Regulations) and applicable OSHA standards. A Department of Labor Wage Determination (No. 2015-5685, Revision No. 29) applies to this contract, dictating minimum wage rates and fringe benefits for various occupations in the specified Alaskan region.

A site plan and utility map (B08_Solicitation_Drawing.pdf) is provided to help bidders understand existing site conditions and infrastructure. Worksite visits must be prescheduled, and a designated Park employee will provide access and be onsite during work hours (generally M-F, 07:00-17:30).
