Statement of Work (SOW)

This project involves targeted inspection, troubleshooting, and repair activities for the Underground Storage Tank (UST) system at Bartlett Cove, Glacier Bay National Park & Preserve, due to deficiencies identified in prior inspections. Work must comply with 18 AAC 78 and all applicable regulatory requirements.

• Site: Bartlett Cove UST farm, consisting of 6 underground fuel storage tanks and 2 "knockout tanks" with a total capacity of 121,000 gallons.

• Tasks:

  • Inspect and verify drop tube presence and compliance within containment sumps (six sumps).
  • Troubleshoot and repair the annular (interstitial) sensor for ADEC Tank #26.
  • Provide cost estimates for corrective actions where deficiencies are identified.
  • Complete all required regulatory repair documentation for ADEC submission.

• Repair Classification: Distinguish between Minor Repairs (field-correctable, no excavation/major modification) and Major Repairs (requiring excavation, component replacement, or system redesign). Major repairs require separate, itemized cost estimates.

• All work must be completed in accordance with the SOW, other Contract Documents, and applicable Codes and Standards.

• Contractor is responsible for obtaining necessary licenses and permits and complying with all federal, state, and borough laws, codes, and regulations.

• Contractor shall take proper safety and health precautions.

• Contractor shall provide requested reports and supporting material.

• Contractor shall provide adequate professional supervision and quality control.

• Period of Performance: Anticipated from July 1, 2026, to August 10, 2026. All work and deliverables must be received by August 10, 2026.

• Place of Performance: Glacier Bay National Park & Preserve, Gustavus, Alaska.

• Contractor Qualifications: Must be a Certified UST Inspector/installer licensed in the State of Alaska.

• Compliance: Adherence to 18 AAC 78 (UST Regulations) and applicable OSHA standards (29 CFR 1910 and 1926).

• Site Access: Worksite visits must be prescheduled. A designated Park employee will provide access and be onsite.

• Work Hours: Generally Monday through Friday, 07:00 to 17:30, unless otherwise approved.

• Reporting: Complete a Repair Addendum Report in accordance with ADEC UST requirements and submit documentation in PDF format.

• Submittals: Qualifications letter, schedule, inspection and repair summary report, drop tube compliance documentation, annular sensor diagnostic and repair report, itemized cost estimates (if applicable), and completed ADEC Repair Addendum Report.

Wage Determination
