Potential bidders must provide this questionnaire to their clients to complete and submit directly to the Agency. Questions & Answers / Clarifications

This document contains responses to a Request for Information (RFI) regarding the TMFJB ESPC NOO (Energy Savings Performance Contract, Notice of Opportunity).

• Management Approach Page Limit: The government will accept up to 10 pages for the Management Approach section, an increase from the initially stated 5 pages.
• AHU System Design: The Energy Service Company (ESCO) will have the opportunity to review and adjust the design of the AHU system to meet project requirements and provide potential betterments.
• Page Size and Margins: Standard 1" margins and 8 1/2" x 11" page size are required. Fold-out formats are acceptable if necessary.
• ESCO Past Performance Questionnaire (PPQ): A PPQ will be sent separately if needed and will not count towards the page limit. Bidders should populate sections 1-4 of the PPQ as appropriate.
• Font Size: 10-point font is acceptable for tables, graphics, and headers/footers. 12-point font is the minimum for all other content.
• AHU Scope of Work Funding: The AHU scope of work, currently being designed by the AOC, is intended to be included and funded within the ESPC project scope.
• AHU/VAV Design Release: The AHU/VAV design package will be released to the selected ESCO during the Intergovernmental Agreement (IGA) phase.

Several page limits for specific sections (Management Approach, Required Submittals) have been extended. Font size requirements have been clarified. The AHU design and scope are confirmed to be part of the ESPC project. A separate PPQ will be issued for past performance, outside of the main submission page limits.

Notice of Opportunity (NOO) / Request for Contractor Expressions of Interest

This notice invites current holders of Department of Energy's (DOE's) Fourth Generation ESPC IDIQ contracts to express interest in a potential Energy Savings Performance Contract (ESPC) task order for the Thurgood Marshall Federal Judiciary Building (TMFJB) in Washington, DC. The Architect of the Capitol (AOC) is procuring this project and reserves the right to add other buildings to the scope.

• The project scope includes the TMFJB, a 1,066,201 GSF building. Potential energy and water conservation measures (ECMs) may include HVAC upgrades (AHU and fan coil replacement), LED lighting, Solar PV, Building Recommissioning, Building Automation System Improvements, and Resilience.

• The ESCO may be required to use e-Project Builder (ePB) for project development and tracking.

• The facility is considered Historically Significant, and ESCOs must follow AOC safety and security protocols.

• The contract will be a task order awarded under the DOE ESPC IDIQ.

• The AOC anticipates a direct to Investment Grade Audit (IGA) approach.

• Expressions of Interest (EOI) are due by 3:00 p.m. EDT on June 2, 2026.

• The selection process is a two-step down-selection based on qualifications.

• Evaluation factors include ESCO's Technical Competencies and Experience, Management Approach, and Past Performance, all of equal importance.

• Required submittals include ESCO Technical Competencies and Experience (10 pages max), ESCO Management Approach (5 pages max), and References for ESCO Past Performance.

• This opportunity is open to current holders of DOE's Fourth Generation ESPC IDIQ contracts.

• ESCOs should describe how small businesses will be incorporated into the project.

• Anticipated project timeline details are provided, including key milestones and dates.

• General questions are due by May 14, 2026.
