Purpose & Scope

The AOC, Supreme Court Buildings & Grounds Jurisdiction, is pursuing an ESPC project at the TMFJB (One Columbus Circle NE, Washington, DC, 20002). The project aims to implement energy and water conservation measures (ECMs). While initial ECMs will be defined, the AOC reserves the right to request further analysis and incorporate additional ECMs or buildings into the project via task order modification. Potential ECMs include HVAC upgrades (AHU and fan coil replacement), LED lighting, Solar PV, Building Recommissioning, Building Automation System Improvements, and Resilience. The AHU scope of work, currently being designed by the AOC, is intended to be included and funded within the ESPC project scope.

Eligibility & Contract Details

This opportunity is exclusively for current holders of DOE's Fourth Generation ESPC indefinite-delivery, indefinite-quantity (IDIQ) contract. The contract will be a task order awarded under this IDIQ, with the AOC anticipating a direct to Investment Grade Audit (IGA) approach. ESCOs may be required to use e-Project Builder (ePB) for project development and tracking. The facility is Historically Significant, requiring adherence to AOC safety and security protocols.

Submission Requirements & Evaluation

Expressions of Interest (EOI) are due by 3:00 p.m. EDT on June 2, 2026. Negative responses are requested if not interested. The selection process involves a two-step down-selection based on qualifications. Evaluation factors, all of equal importance, include ESCO's Technical Competencies and Experience, Management Approach, and Past Performance.

Required submittals include:

  • ESCO Technical Competencies and Experience (10 pages max)
  • ESCO Management Approach (10 pages max – updated from 5 pages)
  • References for ESCO Past Performance (via a separate Past Performance Questionnaire (PPQ) that will not count towards page limits).

Bidders should populate sections 1-4 of the PPQ and have clients submit it directly to the Agency. Standard 1" margins and 8 1/2" x 11" page size are required, with 10-point font acceptable for tables, graphics, and headers/footers, and 12-point font for all other content.
