ESS Tactical Training - PSNS&IMF

This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 and Simplified Procedures for Certain Commercial Items (FAR 13.5). Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF) is requesting proposals for a service contract to provide training to military and civilian security forces supporting sensitive operations within the Controlled Industrial Area (CIA). This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.

The core requirement is detailed in the attached Performance Work Statement (PWS) (Attachment 1). The training covers various tactical scenarios, including:

• Two-day "Train the Trainer" course (16 hours) for experienced tactical police trainers.

• Two-day "Tactical Scenario Response" course (16 hours) for individuals with minimal tactics experience.

• One-day "Tactical Scenario Response" course (8 hours) for individuals with fundamental tactics knowledge.

• One-day "Harbor Patrol" course (8 hours) focused on harbor patrol and crew-served weapons deployment. Each training session has a maximum of 20 students.

• Contract Type: Firm Fixed Price Commercial Service.

• Period of Performance: March 15, 2026 – April 25, 2026.

• Delivery: FOB Destination.

• Evaluation will be based on Price and Technical Acceptability (Lowest Price Technically Acceptable - LPTA).

• Award will be made to the offer representing the best value.

• This requirement is competed as a 100% total small business set aside.

• NAICS Code: 611699, All Other Miscellaneous Schools and Instruction, with a size standard of $16.5M.

• Vendors must be registered in the System for Award Management (SAM.gov).

• Proposals must include all required documentation and adhere to submission instructions. Incomplete proposals may be eliminated.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide training evolutions for military and civilian security forces assigned to sensitive areas, improving tactics and procedures for confronting aggressors and enhancing the survival of high-value assets. The training will be unclassified.

• Develop, build, and deliver Tactical Scenario Based Training (TSBT).

• Provide a training facility within 20 miles of PSNS & IMF, including student parking, a classroom with electricity, a tactical training house for Simunition-type training weapons, and bathroom facilities.

• Develop TSBT plans for various courses:

  • One-day (8-hour) course for experienced personnel on high-value asset protection, room clearing, weapons manipulation, and team movements.
  • One-day (8-hour) course for harbor patrol and crew-served weapons deployment, including vessel clearing and weapons proficiency.
  • Two-day (16-hour) course for personnel with minimal tactics experience, focusing on fundamentals and scenario response.
  • Two-day (16-hour) train-the-trainer course for experienced tactical police trainers.

• Provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and non-personal services.

• Provide safety items (eye/ear protection, trauma medical kit), non-lethal marking weapons (Navy spec M-4s, M-18s, M240 for manipulation), and non-lethal ammunition.

• Conduct a site survey and safety walkthrough prior to the first training session.

• Execute daily plans including safety briefs, weapon safety, medical kits, and protective gear.

• Utilize current industry standard tactical training methods, including Simunition-type weapons and non-lethal marking rounds.

• Cover individual phases (weapons retention, transition, reload) and team phases (HVT/HVA protection, hostage situations, IED recognition, close-quarters combat, communication, small team movements).

• Include harbor patrol unit training (crew-served weapons, vessel clearing, repel all boarders).

• Incorporate scenarios with Opposing Force (OPFOR), Close Quarters Combat (CQB), and team movements.

• Clean and maintain the training site and weapons systems.

• Zero deviation for facility requirements.

• Zero student injuries; provide safety equipment for all students.

• Complete all training objectives in time allowed.

• 100% weapons up time using spares.

• Maximum 20 students per class.

• Minimum 1:3 instructor to student ratio.

• Period of Performance: March 15, 2026 – April 25, 2026.

• Place of Performance: Contractor-provided facility within 20 driving miles of PSNS & IMF, Bremerton, WA.

• Contractor must provide a qualified Range Safety Officer, U.S. military Small Arms Qualified instructors, and a designated medic (First Aid/CPR certified).

• Training Officers must have served as U.S. Military Special Warfare or Law Enforcement Special Weapons and Tactics team members, with prior instructing experience.

• Contractor must provide a Contract Manager and an alternate.

• Contractor personnel must identify themselves as such to avoid impression of being government officials.
