Scope of Work
The contractor will develop, build, and deliver Tactical Scenario Based Training (TSBT) for security forces. Key training requirements include:
- Course Development & Delivery: Provide various tactical training courses, including "Train the Trainer" (16 hours), "Tactical Scenario Response" (16 hours for minimal experience, 8 hours for fundamental knowledge), and "Harbor Patrol" (8 hours) focusing on crew-served weapons and vessel clearing. Each session has a maximum of 20 students.
- Facility & Equipment: Provide a training facility within 20 driving miles of PSNS & IMF, Bremerton, WA, including a classroom, tactical training house for Simunition-type weapons, and all necessary amenities. The contractor must also supply safety items, non-lethal marking weapons (Navy spec M-4s, M-18s, M240), and non-lethal ammunition.
- Personnel: Provide all personnel, including a qualified Range Safety Officer, U.S. military Small Arms Qualified instructors, and a designated medic. Training Officers must have served as U.S. Military Special Warfare or Law Enforcement SWAT team members with prior instructing experience.
- Training Content: Cover individual phases (weapons retention, transition, reload) and team phases (HVT/HVA protection, hostage situations, CQB, communication, small team movements), incorporating scenarios with Opposing Force (OPFOR).
