EU SPEC HEAVY EQUIPMENT FOR EUROPE AND AFRICA

Request for Information (RFI)

This RFI is issued by the Defense Logistics Agency (DLA) Troop Support Europe & Africa Contracting Unit to conduct market research for the EU Specification Heavy Equipment Program. The government is seeking information on vendors capable of providing commercial vehicles and equipment in nine product groups to support U.S. Military, Federal Government Agencies, and other authorized customers in Europe and Africa. The goal is to determine the potential for an Indefinite Delivery Indefinite Quantity (IDIQ) contract.

The RFI covers nine product groups:

• Material Handling Equipment
• Sweepers and Scrubbers
• Cranes
• Construction Equipment
• Fire and Emergency Vehicles
• Agricultural Equipment
• Trucks and Trailers
• Snow removal equipment
• Portable Power Equipment

The government is interested in EU Specification vehicles built to local specs, with local maintenance, and timely delivery within the Area of Operation (AoR).

• Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ)

• Period of Performance: Five Years

• Distribution: FOB Destination to all US installations within Europe and Africa.

• Response Deadline: April 14, 2026

• Format: One electronic copy in Microsoft Word or Adobe Acrobat format.

• Labeling: Files must be labeled with the responder's name, contact information, and Cage Code.

• Content: Responses must be unclassified. Commercial documentation and product literature can be submitted.

The government is considering two potential approaches:

1. A multiple-award IDIQ contract with competed delivery orders across all of Europe and Africa.
2. Three Prime Vendor contracts, each responsible for specific geographic zones (North of the Alps, Mediterranean Countries, Africa Region).

Vendors are asked to provide information on their history, specialization, product offerings, potential issues, limiting factors, and interest in either approach. They are also asked about maintenance/warranty solutions beyond standard manufacturer offerings.
