Scope of Work
The required services encompass a full range of HEC and linen operations, including management activities such as planning, scheduling, cost accounting, report preparation, record keeping, quality control, and performance management. Specific services detailed in the draft Performance Work Statement (PWS) include cleanliness, disinfection, aesthetic maintenance of public and patient care spaces, linen laundry services, and regulated medical waste (RMW) services. Performance is expected to meet or exceed Acceptable Quality Levels (AQLs), such as 97% for Overall Cleaning Efficacy.
Place and Period of Performance
Anticipated performance locations include Landstuhl Regional Medical Center (LRMC) and its outlying clinics, MEDDACB Bavaria and its outlying health, dental, and veterinary clinics, and Rhine Ordinance Medical Center (ROBMC), Weilerbach, Germany. The anticipated contract period includes a 30-day phase-in (September 2026) followed by five one-year service ordering periods, extending from October 2026 to September 2031.
Required Capabilities & Information Requested
Respondents must demonstrate capabilities in providing HEC services, including OCONUS experience. The Government requests completion of the attached Sources Sought Questionnaire, which asks for:
- Company information (UEI, CAGE code).
- Detailed HEC experience (up to three past contracts, including service types, facility size, role, and dates).
- OCONUS HEC experience and geographic interest.
- Relevant certifications (e.g., CHESP, CESE, Meisterbrief, Meister im Gebäudereiniger-Handwerk, Gesellenbrief).
- Questions or ambiguities regarding the draft PWS.
- Interest in attending tentative site visits on July 21, 2026 (LRMC, ROBMC) and July 23, 2026 (Bavaria Clinics).
