Purpose & Scope
This is a Sources Sought / Request for Information (RFI) for market research and planning purposes only; it is not a Request for Proposal (RFP) or solicitation. The NSPO seeks concept descriptions for a seeker subsystem for the ESSM NSV, focusing on open, modular, and standards-driven architectures with open-source principles. The goal is to gather information to inform future acquisition strategies.
Key Requirements
The seeker assembly must:
- Be fully releasable to all 12 NATO SEASPARROW Consortium nations (Australia, Belgium, Canada, Denmark, Germany, Greece, Netherlands, Norway, Portugal, Spain, Türkiye, and the United States).
- Integrate with a 10" diameter missile body and be compatible with Mk 41 quad-pack launchers.
- Be capable against current and future threat classes (various velocities, altitudes, maneuverability, including sea-skimming and high-diver threats).
- Operate in complex natural, RF, and/or IR environments and handle threat countermeasures.
- Perform target search & acquisition, track multiple targets, discriminate, and provide threat track measurements.
- Consider minimizing size, weight, and power consumption.
- The government seeks maximum rights in technical data, computer software, and design artifacts, ideally under Government Purpose Rights.

Export control compliance and data rights assertions are critical.
