Scope of Work
This solicitation is for the procurement of non-metallic expansion joints manufactured to ASTM-F-1123 (Reapproved 2024). The required items include expansion joints of various diameters (42", 46", and 28"), designed to handle seawater. Key technical parameters include specific inside diameters, face-to-face dimensions, operating pressure (21-40 psig), and temperature range (60°F-105°F). All units must meet Grade A shock requirements and undergo hydrostatic testing at 60 PSIG. Manufacturing date must not be prior to 4Q2022. All units and containers must be marked in accordance with MIL-STD-129.

The resultant contract will require submission of specific documentation, including Certificates of Compliance/Conformance (DI-MISC-81356A) and Test/Inspection Reports / Hydrostatic Test Reports (DI-QCIC-82089), to be submitted via the Wide Area Workflow (WAWF) e-Business Suite. Unique Item Identification (UII) is required for items with a Government unit acquisition cost of $5,000 or more.

Submission & Evaluation
Offers are due by June 18, 2026, at 5:00 PM PST. Bidders must download the RFQ, monitor for amendments, and return all pages of the completed original solicitation package, signed. A current registration in SAM.gov is mandatory. Evaluation will be based on price and other factors, as detailed in Section M of the solicitation.
Additional Notes
Contractors are required to include lead time for delivery. If the contractor is required to implement NIST SP 800-171, a current assessment (not more than 3 years old) is necessary, as detailed in DFARS 252.204-7019. Commercial Off The Shelf (COTS) items are exempt from NIST SP 800-171, but must be identified to the contracting officer during the solicitation period. Base access requires a Defense Biometric Identification System (DBIDS) credential, and all deliveries must pass through the base Truck Inspection Station.
