Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Highway Traffic Safety Administration (NHTSA) is issuing a presolicitation for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Experimental and Mathematical Biomechanics Injury Research (EMBIR). This effort aims to advance the understanding of human injury biomechanics and improve vehicle safety. The competition will be Full and Open, with the solicitation anticipated for release in May 2026.
Scope of Work
This IDIQ will support NHTSA's Office of Vehicle Safety Research (OVSR) across four key domains:
- Experimental Biomechanics: Conducting physical testing to evaluate human injury tolerance under crash-relevant loading conditions and identify injury mechanisms.
- Anthropomorphic Test Device (ATD) Support: Providing technical expertise to develop and assess ATDs, ensuring biofidelity, durability, and measurement accuracy.
- Computational Modeling: Developing and utilizing advanced computational models (e.g., finite element models of the human body and ATDs) to simulate crash scenarios and support virtual testing environments.
- Crash and Injury Data Analysis: Analyzing real-world crash data, ATD testing, and experimental research to support injury criteria development and identify emerging crash trends, potentially using AI/machine learning tools. Offerors may propose to support one or more of these research areas.
