Quick Summary
The Department of the Navy, NAVFAC SW, has issued a Special Notice regarding an extension of a sole source contract for Urgent & Compelling Services to operate and maintain the Metro Energy Generation System (MEGS) at Naval Medical Center San Diego (NMCSD), CA. This extension was awarded to Energy Technology and Service, Inc. (ETS) for approximately 180 calendar days, effective March 24, 2026, under the authority of FAR 13.106-1(b)(1)(i) and FAR 6.302-2 due to unusual and compelling urgency. This notice is for informational purposes and is not a request for proposals.
Scope of Work
The services involve the operation and maintenance of the MEGS, which is an Iconics Supervisory Control and Data Acquisition (SCADA) system. This system monitors and controls NMCSD's Co-Generation (COGEN) utility system, providing essential utilities such as electrical power, water, steam, and compressed air to critical care areas, operating rooms, and life-support systems. The 180-day extension ensures uninterrupted utility services, which are critical for patient health and safety at the medical facility.

The sole source extension was justified by the urgent and compelling need to maintain critical medical facility operations. ETS was selected due to their immediate capability to respond, familiarity with current Government and NMCSD procedures, and unique knowledge of the MEGS system. This 6-month extension is intended to bridge the gap until a competitive acquisition can be completed. The government plans a competitive acquisition via the U.S. Army Corps of Engineers (USACE) Utility Monitoring and Control System (UMCS) Programmatic Multiple Award Task Order Contract (MATOC) V. A site survey is currently underway to assess MEGS conditions for future improvements.
