• The primary requirement is to "Wire Extruder Power and make operational."

• Delivery is required within 30 days after award.

• The contract type is anticipated to be a firm fixed-price contract.

• Prospective offerors must be registered with the System for Award Management (SAM) with an active registration at the time of solicitation closing.

• All Requests for Information (RFIs) are due no later than May 4, 2026, at 0630 AM CST.

• Offers are due on May 11, 2026, at 0630 AM CST.

• Offers must be held firm for 90 calendar days from the specified offer due date.

• Award will be made using the Lowest Priced Technically Acceptable (LPTA) evaluation methodology.

• Offers must be compliant with all solicitation requirements, including submission of all requested documents. Deviations or alternatives will be considered non-compliant.

• Past performance will be rated on an "acceptable" or "unacceptable" basis.

• This solicitation is set aside for Total Small Business.

• Offerors must provide proof of electrical licensing in the state of California.

Statement of Work (SOW) / Performance Work Statement (PWS)

To upgrade the electrical capacity of the USDA-ARS Western Regional Research Center's food processing laboratory to accommodate a recently acquired food extruder unit.

• Provide all necessary professional services, management, supervision, labor, equipment, and tools for the upgrade.

• Install a 3 pole, 480 volt, 80 amp circuit breaker in the existing panel (3-480N-DP1).

• Install a 100amp, 600v, NEMA 3R fusible service disconnect with (3) 80 amp fuses near the extruder.

• Run three 4 AWG or 3 AWG copper conductors and one 8 AWG copper conductor from the panel to the disconnect, and from the disconnect to the extruder (60 feet).

• Replace existing wire with new wire.

• Connect the extruder to the disconnect, ensuring the extruder is within six feet of the disconnect.

• All work must comply with applicable federal, state, and local code requirements, current industry standards (EPA, ASTM, GSA, AASHTO, etc.), and health and safety codes.

• Work must meet pertinent Unified Facilities Guide Specifications (UFGS) and ARS 242.1M standards.

• The contractor is responsible for site visits to observe existing conditions prior to bidding.

• The construction site must be kept clean and free of debris.

• The contractor shall divert project waste to recycle where practical and submit documentation.

• Project Location: Dood Processing Laboratory, USDA-ARS Western Regional Research Service, 800 Buchanan Street, Albany, CA 94710.

• Contract Time: 90 calendar days from Notice to Proceed.

• This project falls under the DAVIS BACON Wage Act.

• The contractor shall obtain all necessary permits, licenses, and inspections.

• The contractor shall coordinate modifications of existing installations with the Owner and legally dispose of materials not retained.

• A Site Specific Safety Plan (SSSP) or Accident Prevention Plan (APP) must be submitted and approved before construction begins.

• The contractor is responsible for protecting the work, site, and property.

• The contractor is responsible for verifying underground utility locations.

• Temporary utilities may be furnished by the Government if requested.

• The contractor must obtain approval for any utility shutdowns 21 working days in advance.

• All materials and equipment must be standard products of manufacturers and handled appropriately.

• The contractor must provide a minimum one (1) year warranty for workmanship.

• Extended equipment/product warranties must be obtained and furnished.

• Required closeout documents include warranty, operation and maintenance data, release of liens, and final invoice.
