Statement of Work (SOW) / Performance Work Statement (PWS)

To perform a complete structural assessment, repairs, mounting on plinths, and restoration/reapplication of paints for four F-16 Static Display Aircraft at Ellington Field Joint Reserve Base (EFJRB) in Houston, Texas. The goal is to restore the aircraft to a condition resembling the workmanship and quality found on similar aircraft.

• Furnish all labor, parts, tools, paint, equipment, appliances, transportation, and materials.

• Perform work in accordance with the PWS, international, federal, state, and local building codes, Air National Guard Engineering Technical Letters (ANGETL), and Technical Orders (TO).

• Inspect airframe and structures for corrosion, damage, and water intrusion, providing a report to the contracting officer.

• Fabricate and install plinths to support aircraft weight and lift tires off the ground.

• Replace deteriorating aircraft tires.

• Repair security devices on canopies, hatches, and panels.

• Evaluate and repair bird-proofing measures.

• Secure retractable landing gears and doors.

• Encase horizontal stabilizers in sheet metal to prevent delamination.

• Prepare surfaces for painting by removing paint, corrosion, and repairing dents.

• Prime all surfaces with specified yellow epoxy corrosion resistant primer.

• Apply non-chromate automotive topcoat paint.

• Apply final details (stripes, decals) to achieve historically accurate condition, coordinating with the contracting officer's representative.

• Apply ultra-violet clear coat protective sealant.

• Clean and prepare aircraft and jobsite for final inspection.

• Dispose of all waste materials in accordance with applicable guidelines.

• Place: Ellington Field Joint Reserve Base (EFJRB), Houston, Texas.

• Period: Completed no later than sixty (120) calendar days after receipt of order (ARO), including clean-up and guarantee submission.

• Deliverables include a one-year warranty letter and any manufacturer warranties.

• Government inspection required before proceeding to each phase of the restoration process.

• Contractor employees require access to EFJRB and must comply with installation security policies, background checks, and identity verification requirements.

• Compliance with all applicable environmental laws and regulations is mandatory.

This is a combined synopsis/solicitation for commercial products for the F-16 Static Display Renovation. The 147 Attack Wing Base Contracting Office intends to award a Firm-Fixed-Price Contract. This announcement constitutes the only solicitation, and a written solicitation will not be issued.

• Provide all plant, labor, tools, equipment, parts, supplies, and transportation necessary to provide F-16 Static Display Renovation.
