Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for comprehensive security support services for the F-35 Joint Program Office (JPO). The objective is to protect F-35 technology and information throughout its lifecycle, encompassing acquisition and sustainment activities.

• Provide knowledge-based security services to support F-35 acquisition and sustainment.

• Offer full-spectrum, multi-disciplined security support to deny unauthorized access to facilities, equipment, and resources, and to protect personnel and information.

• Services encompass management and control of Controlled Unclassified Information (CUI), collateral/general service (GENSER) information, Special Access Program (SAP) information, NATO information, Critical Nuclear Weapons Design Information (CNWDI), Restricted Data (RD) and Formal Restricted Data (FRD), and Sensitive Compartmented Information (SCI).

• Security support disciplines include General Security (GENSEC), Industrial Security (INDUSEC), Information Security (INFOSEC), Personnel Security (PERSEC), and Physical Security (PHYSEC).

• Support will be provided globally to the JPO, including US Services, Cooperative Program Partners (CPP), and Foreign Military Sales (FMS) customers.

• Services must be performed in accordance with applicable laws, regulations, policies, and standards outlined in Section 2 of the PWS.

• Contractor personnel must possess specialized knowledge and experience in security management within the DoD or similar organizations.

• Contractor must demonstrate the ability to communicate and interact effectively with various government agencies and international representatives.

• Performance will be evaluated against three performance objectives: High Quality Technical Performance, Adherence to Schedule, and Control of Labor Resources.

• Period of Performance (PoP): 12-month base period with four (4) 12-month option periods.

• Place of Performance: Includes multiple government sites in Arlington, VA, Reston, VA, and various other locations including Naval Air Warfare Centers, Lockheed Martin facilities, Air Force Bases, EUCOM in Germany, and other US government and foreign government sites for temporary duty assignments.

• Contractor personnel must be U.S. citizens and possess a SECRET clearance, with specific requirements for SAP access.

• Contractor must comply with all applicable security regulations, including NISPOM, and obtain necessary clearances and badges.

• Non-personal services are required; the contractor shall not perform or appear to perform inherently governmental functions.

• Proprietary Information Agreements (PIAs) and Technical Assistance Agreements (TAAs) may be required.

• All training materials must include a paid-up, lifetime license for U.S. Government use.
