Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Information Technology (IT) and Information Assurance (IA)/Cybersecurity Services (CS) to support the F-35 Lightning II Joint Program Office (JPO) Virtual Enterprise (JVE) network and standalone workstations. The goal is to enhance the JPO's effectiveness, efficiency, and productivity.

The contractor will provide a comprehensive range of IT and CS services, including:

• Program Management
• Enterprise Performance Management
• Enterprise Architecture
• Emerging Capabilities and Requirements Implementation
• Life Cycle Management
• Operations & Maintenance
• Enterprise Data Management and Storage
• Service Desk Support
• IT Training
• End-User Capabilities and Support
• Cybersecurity Incident Response

The period of performance (PoP) consists of a 12-month base period with four (4) 12-month option periods. The principal place of performance is Arlington, VA, with support required at various F-35 JPO operating sites globally.

• Compliance with numerous DoD Directives, Instructions, and Manuals related to IT, cybersecurity, and information assurance.
• Adherence to ITIL best practices for IT Service Management (ITSM).
• Management of Government Furnished Property (GFP).
• Strict adherence to security requirements, including personnel clearances (SECRET and TOP SECRET), Common Access Cards (CACs), and System Authorization Access Request (SAAR-N) forms.
• U.S. citizenship is required for personnel performing under this contract.
• On-site support is required at Government sites during core hours, with potential for after-hours support.
• The contractor must purchase necessary IT equipment.
• Compliance with Section 508 of the Rehabilitation Act for all Electronic and Information Technology (EIT) products and services.
