This solicitation is for a 10-year Multiple-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for Firm Fixed Price Commercial Services. The services will encompass all management, labor, supervision, equipment, materials, transportation, supplies, and incidental services necessary to implement integrated forest and juniper woodland stewardship activities across BLM-managed lands in Oregon. The maximum value for all awards under this contract is $40,000,000.00. A minimum guarantee of $2,500.00 per contract is included.

• Stewardship Project: Integrated approach to stand management on forest stands and juniper woodlands.

• Objectives: Reduce wildland fire risk, improve forest health, treat fuels through utilization of timber/biomass, and generate employment opportunities.

• Scope: Services include cutting, skidding, processing, decking, trucking/hauling, mechanical brushing, mechanical piling, mechanical grind/chip and haul, blow-down tree clearing, road maintenance (grading, ditching, culvert cleaning, brushing), spot rocking, temporary road building, culvert installation/removal, and snow plowing.

• Specific Tasks: Detailed tasks are outlined for various logging methods (ground-based, cable/tethered), mechanical brushing, mechanical cut and pile, mechanical grind/chip and haul, blow-down tree clearing, road maintenance, spot rocking, temporary road building, culvert work, and snow plowing.

• Materials: Government will provide project maps, certified log scaler, product removal permits, native grass seed, and gate keys.

• Contract Type: Multiple-Award Indefinite Delivery Indefinite Quantity (IDIQ)

• Period of Performance: 10 years, from 08/31/2026 to 08/30/2036.

• Estimated Value: Maximum value of $40,000,000.00 across all awards.

• Minimum Guarantee: $2,500.00 per contract.

• Submission: Quotations are to be submitted in two parts: (1) non-price and (2) price sections. The non-price section is organized by evaluation factor. Electronic quotations are to be submitted via email to kevin_cochran@ios.doi.gov.

• Evaluation Factors: Technical Capability, Relevant Experience, Past Performance, and Price. Technical Capability and Relevant Experience are significantly more important than price.

• Key Deadlines: Questions due two business days before solicitation close. Award notice will be posted on www.sam.gov.

• Set-Aside: Solicitation is set aside for Small Business (100%).

• NAICS Code: 113310 (Timber Tract and Related Activities).

• The contract is open to the Bureau of Land Management.

• Task orders will be issued with specific requirements and may adjust, reduce, or expand upon the general tasks outlined.

• Offerors must demonstrate knowledge of local conditions, including weather, transportation, subcontracts, and market conditions.

• Past performance information will be evaluated, and references are required.
