Performance Work Statement (PWS)

This PWS defines performance outcomes for restoration seeding across fire-impacted lands along East Side Road at Lake Berryessa, utilizing FY 25 BIL-BAR Post Fire Recovery Funding. The goal is to re-seed approximately 383.8 acres across five paddocks and implement recommendations from a 2008 grazing management plan.

• The Contractor shall provide all labor, supervision, native seed, equipment, tools, and materials for no-till seeding across approximately 383.8 acres, divided into five paddocks.

• Acreage per paddock: Paddock 1A & B (71.3), Paddock 2 (71.4), Paddock 3 (118.6), Paddock 4A & B (95), Paddock 5 (27.5).

• Prior to work, the Contractor must submit and receive approval for a detailed Work Plan and Quality Control Plan (QCP).

• Seed Mix: Must be 100% native grass and wildflower, including at least five species from the Government-provided list. Seed purity, viability, and labeling must comply with state and federal law. Documentation required with the work plan and prior to application.

• Seeding Application: Must use a no-till drill, achieve total treated acreage within 3% of the Government-identified acreage, ensure even distribution, and conduct seeding only between October and November, unless otherwise approved.

• Monitoring: The Contractor will establish linear transects in each parcel for measurement before, after, and 6 months post-seeding.

• Place of Performance: Lake Berryessa Field Office, Napa, CA 94558. Work occurs along 6 miles of East Side Road.

• Period of Performance: Base Year: 10/01/2026 – 11/30/2026. Option Year 1: 10/01/2027 – 11/30/2027. Workdays are Monday-Friday, excluding federal holidays.

• Paddock Option Year: Some paddocks may require reseeding in the following year, with separate option-year CLINs for each paddock.

• Environmental Protection: Includes Worker Environmental Awareness Training (WEAT), pre-construction biological surveys for specific species (CRLF, Keck’s checker-mallow), a 10 mph speed limit for vehicles, no work during or 24 hours after rain events (>= 0.25 inches), and vehicle/equipment decontamination to prevent invasive species spread.

• Ground Preparation: Performed by the Government; Contractor must coordinate timing.

• Deliverables: Biological Surveys, Seed Procurement Documentation, Work Plan, Quality Control Plan, Daily Logs (as requested), Final Seeding Completion Report.

• Contract Type: Firm-fixed price service contract.

Sources Sought / Request for Information (RFI)

This notice is issued by the Department of the Interior, Bureau of Reclamation (BOR) for market research and planning purposes. The BOR is seeking to identify qualified contractors capable of performing large-scale native no-till seeding and vegetation monitoring. This RFI also aims to gather industry input for developing a Performance Work Statement (PWS) for an upcoming requirement. This is NOT a solicitation, and the government will not reimburse respondents for costs incurred.

The project involves no-till native seeding and vegetation monitoring across approximately 383.8 acres in five paddocks near Lake Berryessa, California. The anticipated period of performance is:

• Base Period: 10/01/2026 – 11/30/2026
• Option Period 1: 10/01/2027 – 11/30/2027

Contractors will be required to provide labor, equipment, native seed, tools, materials, and supervision for no-till seeding on the specified acreage. A draft PWS is attached for reference, and industry feedback on methods, standards, and feasibility is encouraged.

Interested firms are requested to provide:

• Business Information: Company name, address, Cage Code, UEI, business size (NAICS 115112, $9.5M size standard), and socioeconomic status.
• Capability & Intent: A statement of interest in submitting a proposal as a prime contractor and a description of the firm's capability to perform similar work.
• Relevant Past Performance: Up to three (3) projects from the last five years demonstrating capability, including project title, contract number, scope summary, contract value, period of performance, customer, point of contact, and the firm's role (prime, subcontractor, partner).

Respondents are encouraged to provide comments, recommendations, questions, or redlines on the draft PWS.
