Solicitation / RFP / RFQ

This solicitation is for the U.S. Geological Survey (USGS) to procure accelerator mass spectrometric (AMS) analysis for Iodine-129 (¹²⁹I) in groundwater samples collected at the Idaho National Laboratory (INL). This is a continuation of a long-term study of ¹²⁹I activities in groundwater.

• Analysis of approximately 60 groundwater samples using AMS methods.

• Calculation of ¹²⁹I concentration (activity) from the measured ¹²⁹I/¹²⁷I ratio and iodide concentration.

• Analysis of six quality control samples and laboratory blanks at the vendor's cost.

• Documentation of NIST-traceable reference standard use and results.

• A report as an electronic data file (Excel) including environmental and quality control sample information, transparent data reduction calculations, measured total ¹²⁹I atoms, process-corrected atom concentrations, 1-sigma uncertainties, and activity equivalents in picocuries per liter.

• The AMS sensitivity for ¹²⁹I must be at the attocurie level with a ±5% concentration uncertainty.

• Acceptance criteria require 95% confidence that analyses fall within the error tolerance.

• Contract Type: Firm, fixed price.

• Evaluation will be based on the following trade-off factors:

  • Firm, fixed price
  • Technical capability (demonstrates understanding and ability to meet requirements)
  • Past performance (indicates how well the prospective contractor has performed prior, similar work)
  • Past experience (indicates how often and how recent the prospective contractor has performed prior, similar work)

• Offerors must submit sufficient information for meaningful evaluation of these factors; failure to do so may result in a non-response.

• Quotations must include a separate price quote and technical description.

• This is an unrestricted opportunity.

• All interested parties must be actively registered in the System for Award Management (SAM) at the time of submitting a quote.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines a continuation of a long-term study on Iodine-129 (129I) in groundwater at the Idaho National Laboratory (INL). The primary goal is to quantify 129I concentrations and monitor its migration, particularly from a newly identified source at the Advanced Test Reactor (ATR) complex.

• Conduct Accelerator Mass Spectrometric (AMS) analysis on approximately 60 groundwater samples (plus quality control samples) collected from various wells at the INL.

• Analyze samples for 129I concentrations and, if applicable, native 127I/129I ratios.

• Collect data from wells near the ATR, the perched groundwater network at ATR, and multi-level monitoring wells to assess migration.

• Support statistical evaluations of trends and characterize 129I concentrations.

• AMS sensitivity for 129I is at the attocurie (10-18 curies per liter) level.

• Analyses must achieve a ±5% concentration uncertainty.

• Acceptance criteria require 95% confidence that analyses fall within the error tolerance.

• Replicate samples will be used to assess the confidence level of analytical results.

• Vendor laboratory shall analyze six quality control samples (replicates) and laboratory blanks at their own cost.

• Vendor must document the use and results of an NIST-traceable reference standard.

• Period of Performance: April 1, 2026, through April 30, 2027.

• Sample collection is scheduled for April, June, and October 2026.

• Place of Performance: Vendor laboratory facility.

• Vendor laboratory shall submit analytical results to the USGS technical liaison by email within 180 days of receiving samples.

• Deliverables include an electronic data file (Excel) with final reduced sample data, uncertainties, quality control data, and metadata.

• The data will be used for interpretation, reporting, public information, and contaminant transport modeling.
